Senior Monitoring and Evaluation (M&E) Specialist

Responsibilities:

 

  • Monitor the implementation of the Activity Monitoring & Evaluation Plan (AMEP).
  • Contribute substantially to program reporting to MSI’s home office, the USAID Mission, and USAID Lebanon’s Performance Monitoring Program (PMP). 
  • Design grant specific M&E plans for BALADI CAP grants. 
  • Conduct light on-the-job trainings and capacity-building assistance to grantees to ensure effective implementation and compliance with M&E policies and procedures.
  • Lead and manage program-level and grants evaluation efforts on M&E issues.
  • Develop and communicate best practices in MEL compliance to ensure that project staff and grantees understand and adhere to relevant USAID, MSI and BALADI CAP M&E requirements.
  • Notify the COP of any grantee which is unable to meet their M&E targets and obligations, and work with them to remedy these situations as they arise.
  • Serve as the database manager and key resource for data collection and maintaining regular updates of the M&E database with appropriate documentation of M&E data collected, disaggregated per program requirements, and organized as necessary to meet AMEP reporting requirements throughout the lifetime of the program.
  • Advise colleagues on information management processes by reviewing data collection efforts and overall data reliability, consistency, and quality.
  • Perform necessary analysis of data and information gathered to accurately demonstrate program impact, learning and accomplishments, as well as identify lessons learned and best practices.
  • Assist in identifying and generating success stories, briefing documents and other materials.
  • Coordinate all reporting requirements and provide regular updates, program performance reports, and data on CSO partners to USAID TraiNet.

 

Qualifications:

 

  • Must have a Bachelor’s degree (Master’s degree preferred) in a relevant field, i.e. business management, public administration, statistics, economics, public policy or social science, or related field.
  • Minimum of 5 years of demonstrated experience providing technical and management support for M&E activities, preferable for USAID projects.
  • Ability and willingness to conduct site visits to partners throughout the country for on-the-job training and capacity building assistance to partners, as may be needed.
  • Experience with collection and analysis of data (quantitative and qualitative) from primary and secondary sources.
  • Experience conducting data quality assessments desirable.
  • Experience with data entry and retrieval using excel format M&E databases required.
  • Proven experience to synthesize data for reports using different formats (monitoring, evaluation summaries, newsletters, monthly/quarterly reports, PowerPoint presentations, etc.)
  • Strong self-initiative: ability to implement and manage proactively.
  • Proficiency in computer applications, including Word, Excel, and PowerPoint.
  • Fluency in written and spoken Arabic and English required.
