Project Manager

 

This ToR outlines the core responsibilities and qualifications for a Project Manager in charge of SheRises: Fostering Economic Independence and Combating Violence Against Women and Girls. It focuses on leadership, financial management, stakeholder coordination, and gender-sensitive programming, which are essential for the project’s success in addressing VAWG and empowering women economically.

1. Background

The SheRises: Fostering Economic Independence and Combating Violence Against Women and Girls project seeks to foster economic independence and combat violence against women and girls (VAWG)in Lebanon by providing targeted interventions in both socio-economic empowerment and the prevention and response to gender-based violence (GBV). The project will promote women’s access to education, skills development, economic opportunities, and support services, while also working to address harmful gender norms, improve access to justice, and enhance support mechanisms for women affected by violence.

Through capacity building, awareness campaigns, advocacy, and direct support to vulnerable women and girls, the project aims to create long-term change in both the social and economic empowerment of women and girls. The Project Manager will play a key role in ensuring effective, timely, and high-quality implementation of the activities outlined within the project.

 

2. Objective of the Consultancy

The Project Manager will be responsible for the overall management, coordination, and successful implementation of the SheRises project. The Project Manager will ensure that all project components are executed according to the approved work plan, budget, and timeline, while meeting the objectives set out for economic empowerment and combating VAWG.

The Project Manager will be expected to lead project operations, manage a team, liaise with partners, and ensure monitoring, reporting, and evaluation systems are in place to track the progress and impact of the project.

 

3. Key Responsibilities

The Project Manager will have the following key responsibilities:

A. Project Leadership & Implementation

1. Overall Project Management: Lead the planning, implementation, and oversight of project activities, ensuring they are completed on time, within scope, and in alignment with the project’s objectives.

2. Work Plan Development & Monitoring: Develop, monitor, and adjust the project’s work plan to ensure the timely and effective achievement of project milestones, deliverables, and outcomes.

3. Team Management: Oversee and manage project staff, consultants, and volunteers, providing leadership, guidance, and support for team members to meet project goals.

4. Resource Allocation: Ensure that the project has adequate human, financial, and logistical resources, and allocate resources efficiently across different activities and work packages.

B. Stakeholder Engagement & Coordination

1. Partner Coordination: Coordinate with project partners, including government agencies, NGOs, CSOs, donors, and other stakeholders to ensure effective collaboration and timely execution of activities.

2. Donor Reporting & Liaison: Maintain regular communication with donors, ensuring that all reporting requirements are met. Prepare and submit detailed project progress reports, financial reports, and evaluation reports as required.

3. Community Engagement: Work with local communities, including women's groups, vulnerable women, and youth, ensuring their active participation and input into project activities.

4. External Relations & Advocacy: Represent the project at external meetings, conferences, and workshops. Advocate for gender equality, economic independence for women, and anti-GBV policies with relevant stakeholders and government actors.

 

C. Financial & Administrative Management

1. Budget Management: Monitor and manage the project budget, ensuring that expenditures align with project goals and available resources. Approve expenses and ensure adherence to financial policies and procedures.

2. Procurement & Contract Management: Oversee procurement processes, ensuring transparency and adherence to project and donor guidelines. Manage contracts with service providers, consultants, and partners.

3. Risk Management: Identify and assess project risks, develop contingency plans, and take proactive measures to mitigate risks to the project’s success.

 

D. Monitoring, Evaluation & Reporting

1. M&E Framework: Ensure that a robust Monitoring and Evaluation (M&E) framework is in place to track the effectiveness and impact of the project activities. This includes setting up performance indicators, monitoring systems, and data collection tools.

2. Data Analysis & Reporting: Analyze data collected through monitoring and ensure that the results are shared with stakeholders and donors. Write quarterly and annual progress reports, documenting project achievements, challenges, and lessons learned.

3. Impact Assessment: Conduct periodic evaluations to assess the project’s effectiveness in promoting economic independence and reducing gender-based violence. Recommend adjustments to strategies based on findings.

E. Capacity Building & Knowledge Management

1. Staff and Partner Training: Organize training and capacity-building activities for project staff, implementing partners, and local stakeholders on topics such as gender equality, women’s empowerment, anti-GBV strategies, and economic independence.

2. Knowledge Sharing: Ensure that knowledge and best practices related to gender equality and economic empowerment are shared within the team, with partners, and through community engagement platforms.

 

4. Deliverables

The Project Manager will be responsible for delivering the following:

1. Detailed work plan with timelines and milestones for project activities.

2. Progress reports (quarterly and annually) outlining achievements, challenges, and adjustments to the project plan.

3. Financial reports that track expenditures against the project budget.

4. M&E reports based on data collection and analysis.

5. Final evaluation report, summarizing the project’s outcomes, impact, lessons learned, and recommendations.

6. Capacity-building and training materials for staff, partners, and beneficiaries.

7. Stakeholder engagement reports, including partner meetings, community consultations, and advocacy efforts.

 

5. Duration of the Consultancy

The consultancy will last for 12 months, starting from November 2024 and concluding on October 2025 with the possibility of extension based on project needs and performance.

The Project Manager will be expected to work full-time, with a standard working week of 5 days, including some flexibility for field visits and stakeholder engagements.

6. Reporting and Supervision

The Project Manager will report , the Project Director or Program Manager, and will work closely with the M&E Coordinator, Finance Manager, and Field Team to ensure successful implementation of the project activities.

7. Qualifications and Experience

The ideal candidate should have the following qualifications and experience:

• Academic Qualifications: A Master’s degree in gender studies, international development, human rights, public administration, or a related field.

• Professional Experience:

o At least 5 years of experience in project management with a focus on gender equality, women’s empowerment, economic development, or anti-GBV programs.

o Demonstrated experience in managing multi-stakeholder projects and working with donors, governmentbodies, CSOs, and community-based organizations.

o Proven track record of financial management, including budgeting, procurement, and contract management.

o Strong experience in monitoring and evaluation of gender-related projects and the ability to analyze project data to assess impact.

• Technical Skills:

o Strong understanding of gender-based violence issues and economic empowerment strategies for women.

o Knowledge of gender-sensitive monitoring tools and participatory evaluation methods.

o Excellent reporting and writing skills.

o Proficiency in using Microsoft Office (Excel, Word, PowerPoint) and project management tools.

• Languages: Fluent in English (written and spoken); proficiency in Arabic is preferred.
