Monitoring & Evaluation (M&E) Expert

 

This ToR outlines the responsibilities and expectations for an M&E Expert to provide technical support in finalizing indicators, developing data collection methods, and conducting a baseline study for the project,SheRises: Fostering Economic Independence and Combating Violence Against Women and Girls

 

 

1. Background

HIMAYA DAEEM AATAA is aimed at addressing key issues within the project : SheRises: Fostering Economic Independence and Combating Violence Against Women and Girlsproject aims to foster economic independence and combat violence against women and girls (VAWG) in Lebanon. 

Effective Monitoring and Evaluation (M&E) is central to ensuring that project outcomes are achieved, progress is tracked, and that project interventions are responsive and efficient. As part of this, there is a need to finalize and refine the project’s indicators and data collection methods, as well as establish a baseline study to track the project’s impact over its lifecycle.

 

2. Objective of the Consultancy

The primary objective of this consultancy is to support the finalization and fine-tuning of project indicators, develop appropriate data collection methods, and assist in conducting the baseline study for the SheRises: Fostering Economic Independence and Combating Violence Against Women and Girls .This expert will ensure that all M&E systems and processes are aligned with project goals and result in high-quality data that will be used to assess the project’s performance and impact.

 

3. Key Responsibilities

The M&E Expert will undertake the following tasks:

 

A. Finalization and Fine-Tuning of Indicators

1. Review Existing Indicators: Review the existing project framework, including the logframe and the draft list of indicators.

2. Refine Indicators: Work with project stakeholders (including project management, technical experts, and other relevant partners) to refine and finalize the indicators, ensuring they are SMART (Specific, Measurable, Achievable, Relevant, Time-bound).

3. Develop Additional Indicators: If needed, propose additional indicators to ensure comprehensive monitoring and tracking of project outcomes.

4. Ensure Alignment: Ensure that indicators are aligned with both the project’s objectives and the UN Trust Fund’s broader monitoring and reporting requirements.

 

B. Development of Data Collection Methods

1. Identify Data Collection Tools: Develop or refine the tools (surveys, focus group discussion guides, interviews, etc.) to collect data for the finalized indicators.

2. Ensure Methodological Rigor: Advise on appropriate methodologies (quantitative and qualitative) for data collection, ensuring consistency and reliability across all data points.

3. Design Sampling Strategy: Define and/or review the sampling methods for data collection, ensuring that the approach is representative and ethical.

4. Pilot Testing: Lead or assist in pilot testing of data collection tools to ensure they are operational and yield valid data.

 

C. Baseline Study

1. Design Baseline Study: Develop the baseline study framework, ensuring that it covers all the critical indicators that will track project performance.

2. Conduct Data Collection: Oversee or directly support data collection for the baseline study, ensuring high-quality data is gathered in line with the approved methodology.

3. Analysis and Reporting: Analyze baseline data and generate a report, which should include insights on project context, baseline figures for each indicator, and any recommendations for refining project design if needed.

4. Dissemination: Assist in the dissemination of baseline findings to key stakeholders, including project partners and donors.

 

D. Capacity Building

1. Train Project Staff: Provide capacity-building sessions to the project team and local stakeholders on the finalized M&E system, including how to use data collection tools and track indicators.

2. Provide Technical Assistance: Offer technical support to the project team throughout the M&E process, including troubleshooting any challenges in data collection and reporting.

 

E. Reporting and Documentation

1. Progress Reports: Provide regular progress reports on tasks completed, key findings, and any adjustments made to the M&E framework or data collection tools.

2. Final Deliverable: Submit a final M&E report, including:

o A refined M&E framework with finalized indicators and data collection methods.

o The baseline study report with analysis and recommendations.

o Capacity-building materials and training reports.

 

4. Deliverables

The consultant is expected to provide the following deliverables:

1. Refined M&E Indicators: A report detailing the final set of indicators for the project, including definitions and data collection methods.

2. Data Collection Tools: Finalized tools (e.g., survey instruments, interview guides, focus group protocols).

3. Baseline Study Framework: A comprehensive framework and methodology for the baseline study.

4. Baseline Study Report: A final report on the baseline study findings, including analysis of data and implications for project design.

5. Capacity Building Materials: Training materials and reports documenting the capacity-building sessions.

6. Final M&E Report: A consolidated report summarizing the work done, including refined indicators, tools, baseline data, and lessons learned.

 

5. Duration of the Consultancy

The consultancy will span 3 months, with an expected start date of January 2025 and an end date of 31 March 2025. 

 

6. Reporting and Supervision

The M&E Expert will report directly to the project manager at HIMAYA DAEEM AATAA.Regular communication with the project team and stakeholders will be required to ensure coordination and alignment of activities.

 

7. Qualifications and Experience

M&E Expert should meet the following qualifications and experience:

• Academic Qualifications: A Master's degree in social sciences, development studies, international relations, statistics, or a related field.

• Professional Experience:

o At least 5 years of experience in Monitoring & Evaluation, particularly in the context of international development or humanitarian projects.

o Proven experience in indicator development, data collection methodologies, and conducting baseline studies.

o Strong experience with qualitative and quantitative research methods.

o Experience working with UN Trust Fund or similar donor-funded projects is an asset.

• Technical Skills:

o Expertise in M&E tools (e.g., survey tools, data analysis software, etc.).

o Excellent report writing and analytical skills.

o Strong communication skills, including the ability to facilitate training and workshops.

 

8. Application Process
