Field Coordinator
This ToR outlines the responsibilities and qualifications required for the Field Coordinator role in the SheRises project. It focuses on ensuring effective field-level implementation, community engagement, and monitoring of activities that foster economic independence and combat violence against women and girls. The Field Coordinator is a key position in driving the project’s impact at the grassroots level.
1. Background
SheRises: Fostering Economic Independence and Combating Violence Against Women and Girls
The project aims to foster economic independence and combat violence against women and girls (VAWG) by providing targeted interventions in economic empowerment, gender-based violence (GBV) prevention, and support services for survivors. The project focuses on creating access to skills development, economic opportunities, and legal support for women and girls, while addressing harmful gender norms and promoting gender equality within communities.
The Field Coordinator will be responsible for overseeing the implementation of project activities at the local level, ensuring that activities related to economic empowerment and combating VAWG are delivered effectively. The Field Coordinator will work closely with local communities, women’s groups, project staff, and partners to ensure the successful delivery of the project’s goals on the ground.
2. Objective of the Position
The Field Coordinator will lead the field-based activities of the SheRises project in targeted areas, ensuring smooth coordination, effective community engagement, and timely implementation of project activities. The Field Coordinator will serve as the primary liaison between the project team, beneficiaries, and local stakeholders, ensuring that the project is executed according to the plan and meets the expected results.
3. Key Responsibilities
The Field Coordinator will be responsible for the following tasks:
A. Program Implementation & Coordination
1. Field-Based Supervision: Ensure effective implementation of project activities in the target communities, including economic empowerment programs (e.g., training, job placement) and GBV prevention and responseactivities (e.g., awareness campaigns, survivor support).
2. Activity Coordination: Coordinate day-to-day activities in the field, ensuring that they align with the approved work plans, timelines, and budget. This includes organizing workshops, training, focus groups, and community outreach initiatives.
3. Monitoring & Reporting: Regularly monitor the progress of activities, identify challenges, and report back to the Project Manager. Ensure that project targets are met within the set timelines, and data collection is conducted properly for monitoring and evaluation (M&E).
4. Community Engagement: Build strong relationships with local communities, women’s groups, community leaders, and other relevant stakeholders to foster community participation and ownership of project activities.
B. Capacity Building & Staff Support
1. Training and Capacity Building: Organize and deliver training programs for local staff, volunteers, and community members on project objectives, economic empowerment strategies, GBV prevention, and survivor support services.
2. Team Supervision: Supervise and support field-based staff and community facilitators, providing guidance and troubleshooting challenges as they arise in the implementation of field activities.
C. Stakeholder Relations & Partnerships
1. Local Partnerships: Establish and maintain effective partnerships with local NGOs, community groups, government bodies, and service providers to strengthen project impact and ensure effective service delivery.
2. Advocacy and Outreach: Support local-level advocacy campaigns aimed at promoting gender equality, economic independence, and awareness of VAWG. Collaborate with other organizations and stakeholders to amplify the project’s reach and advocacy efforts.
3. Reporting to the Project Manager: Provide regular updates and progress reports to the Project Manager and ensure that all required reports (monthly, quarterly, and annual) are submitted on time. Ensure that field-level datais accurate and supports the broader M&E framework.
D. Logistics and Operations
1. Logistical Support: Assist in the logistics of field activities, including transportation, equipment, and venue arrangements for workshops, trainings, and community events.
2. Resource Management: Ensure the appropriate use and distribution of project resources (e.g., materials, supplies) in the field.
E. Monitoring, Evaluation, and Learning (MEL)
1. Data Collection: Ensure regular collection of data on project activities and outcomes, supporting the M&E framework. Collect feedback from beneficiaries to assess the effectiveness of the project’s interventions.
2. Tracking Results: Ensure that activities are implemented according to the project’s M&E plan, and that data collection is done in a timely and efficient manner. Ensure the accurate documentation of activities, including photographs, success stories, and challenges faced.
3. Community Feedback: Implement mechanisms to gather community feedback and use this information to improve project interventions.
4. Deliverables
The Field Coordinator will be responsible for the following deliverables:
1. Monthly Field Reports: Providing regular updates on the progress of field activities, achievements, challenges, and recommendations.
2. Activity Reports: Detailed reports on training sessions, workshops, awareness campaigns, and other field-based activities.
3. Stakeholder Engagement Reports: Documentation of partnerships, community consultations, and stakeholder meetings.
4. Monitoring Data: Collect and submit field-level monitoring data, feedback from beneficiaries, and success stories.
5. Quarterly Progress Reports: Submit comprehensive reports summarizing the overall implementation progress, key outcomes, and challenges to the Project Manager.
6. Final Report: A final report outlining the impact of the project’s field-level interventions, lessons learned, and recommendations for sustainability.
5. Duration of the Consultancy
The Field Coordinator position is a full-time role, and the contract will be for 12 months, starting from November 2024 and concluding on October 2025, with the possibility of extension based on project needs and performance.
6. Reporting and Supervision
The Field Coordinator will report directly to the Project Manager and will work closely with the project’s M&E Officer, finance team, and community facilitators. They will provide regular updates on the progress of activities and seek guidance from the Project Manager as necessary.
7. Qualifications and Experience
The ideal candidate should possess the following qualifications and experience:
• Academic Qualifications: A Bachelor’s degree in social sciences, international development, gender studies, human rights, or a related field.
• Professional Experience:
o At least 3-5 years of experience in implementing gender-based violence prevention programs, economic empowerment projects, or community development programs.
o Proven experience working in the field with local communities, particularly women and girls, in Lebanon or similar contexts.
o Strong understanding of gender equality issues and VAWG in the local context.
o Experience working with local NGOs, CSOs, government entities, and other key stakeholders in the field.
o Strong ability to organize and facilitate community-based activities, including trainings, workshops, and awareness campaigns.
o Familiarity with M&E systems, data collection methods, and reporting.
o Fluent in Arabic and English, both written and spoken; knowledge of French is a plus.
• Technical Skills:
o Excellent communication and interpersonal skills.
o Ability to work independently and manage multiple tasks.
o Strong problem-solving and decision-making abilities.
o Proficient in using Microsoft Office (Word, Excel, PowerPoint) and other digital tools.
