In 2025, South Sudan continued to face multiple, overlapping shocks and trends that worsened the humanitarian situation and increased the needs of vulnerable communities.

Since the outbreak of armed conflict in Sudan on 15 April 2023, Africa Region faced a large-scale humanitarian crisis marked by one of the most significant displacement movements in recent years. Millions of people fled the violence, crossing into Chad, Egypt, Ethiopia, South Sudan, and Uganda.
In August 2025, 70 humanitarian access incidents were recorded nationwide. Partners report a marked surge in violence targeting staff, compounds, and supplies—likely linked to worsening economic hardship—resulting in mission stand-downs, delayed deliveries, temporary program suspensions, and heightened risks for civilians and aid workers.
In 2025, the Regional RRP is designed to target the needs of 2.53 million refugees and 1.84 million members of the host community in the five main asylum countries, the Democratic Republic of Congo, Ethiopia, Kenya, Sudan, and Uganda.
There are now 12.0 million forcibly displaced due to the outbreak of conflict in Sudan since April 2023, including 7.7 million internally and 4.1 million in neighbouring countries.
Donor funding decreased consistently from 2020 to 2022, followed by an increase in 2023. This was not sustained, as in 2024, there was a sharp decline in funding, resulting in the lowest funding received by SSHF in five years. The decrease in funding reflects a continuous drop in contributions.
WFP is working to scale up assistance in Sudan for 7 million people by mid-year in Sudan. In Libya, in February, WFP distributed food assistance to 4,285 individuals and reached 342 children under five and 125 pregnant and breastfeeding women and girls.
More than 22 months have passed since the escalation of conflict in Sudan in April 2023. Health is the sector with the third highest people in need as per the Humanitarian Needs Response Plan 2025 (HNRP).
In February alone, within the total of 3.2 million people assisted, WFP provided Cash-Based Transfers (CBT) to 1.4 million people, the highest number of people reached under this modality since the conflict began.
