CARE Overview
CARE has been operating in Lebanon since 2006, responding to both emergency and development needs across multiple sectors including food security, livelihoods, protection, and WASH. CARE implements programs across Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley, targeting the most vulnerable populations including host communities and refugees.
CARE is committed to ensuring dignified humanitarian assistance delivery, including safe and hygienic field conditions during distributions and outreach activities.
Project overview
As part of ongoing humanitarian response activities, CARE conducts field distributions reaching vulnerable households across different locations. These activities often require full-day presence of staff and beneficiaries in open or semi-equipped areas.
To ensure minimum WASH standards, CARE will contract a mobile sanitation service provider to supply double WC units equipped with water supply, waste management systems, ventilation, and lighting. The service provider will ensure operational readiness, maintenance, and waste removal throughout the duration of each distribution event.
Objective
To contract a qualified mobile WC rental service provider to supply and manage hygienic double toilet units during CARE field distribution activities, ensuring safe, clean, and dignified sanitation conditions for all users.
Responsibilities
The selected service provider will be responsible for:
1. Supplying mobile double WC units fully equipped and operational prior to each distribution activity.
2. Delivering and installing units at designated CARE distribution sites within agreed timelines.
3. Ensuring each unit is functional and includes:
o 2 toilet seats
o 2 sinks
o Ventilation fans
o Indoor and outdoor lighting
o Water pump system
o 1,000-liter clean water tank
o 1,000-liter black water tank
o Power supply (generator or electric power station for fans and pumps)
4. Providing clean water supply as part of the rental package.
5. Ensuring proper waste management including black water removal via vacuum truck upon request.
6. Providing maintenance support during working hours throughout the rental period.
7. Ensuring all units are clean, safe, and meet basic hygiene standards before and during use.
8. Coordinating closely with CARE field teams for setup, collection, and logistics.
Required Qualifications
• Legal business registration and Tax compliance.
• Previous Experience in providing mobile sanitation services (WC Rental Units)
• Capacity to deliver service units in Beirut and surrounding areas on short notice (within 12 hours)
• Ability to provide fully equipped and operational double WC units as per above requirements.
• Availability for full-day field operations during humanitarian distribution
• Strong maintenance and rapid response capacity
• Compliance with basic hygiene, safety, and environmental standards
Budget and Payment Terms
To be detailed in the agreement. Payment will be based on deliverables and successful completion of each phase.

This Request for Proposal represents the requirements for an open and competitive process.
Quotations will be accepted until 05:00 PM on June 02, 2026. All technical and financial proposals must be submitted via email to: procurement@careliban.org no later than the specified date and time.
Any proposals received after this date and time will not be accepted. All proposals must be signed by an official agent or representative of the company submitting the proposal.
If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.
All costs must be itemized to include an explanation of all fees and costs.
Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. All contractual terms and conditions will be subject to review by the CARE legal department, and will include scope, budget, schedule, and other necessary items pertaining to the project.
You must respond to every subsection including statement, question, and/or instruction without exception.
Any verbal information obtained from, or statements made by representatives of CARE shall not be construed as in any way amending this RFP. Only such corrections or addenda as are issued in writing by CARE to all RFP participants shall be official. CARE will not be responsible for verbal instructions.
