The Senior BDS and Livelihoods officers will contribute to the implementation of the MADAD funded project “Regional Resilience & Livelihoods Programme for Syrian refugees and host communities” implemented by the LEADERS consortium (DRC, CARE, Oxfam, ACTED, Makhzoumi Foundation and Save the Children). The Consortium proposes to contribute to the economic self-reliance, resilience and social stability of displacement-affected populations in Jordan and Lebanon as prioritized by the Regional Refugee and Resilience Plan (3RP). Equally, in aligning behind the resilience and social stability priorities underlined in the Jordan Response Plan (JRP) and Lebanon Crisis Response Plan (LCRP), the present Action aims to support bottom-up and locally owned solutions to the economic and social challenges faced in refugee hosting communities.
The Consortium has identified a two-pronged approach to contribute to the objective above: 1) Improving access to sustainable livelihoods opportunities benefitting vulnerable households and individuals, particularly women and youth; and 2) Supporting improved local economic development and service delivery in communities hosting refugees.
The senior officer’s will primary contribute to the achievement of the first goal by working on strengthening the employability of vulnerable individuals, identifying potential opportunities and placement arrangements to apply these skills, supporting the incubation and acceleration of existing and scalable micro, small and medium enterprises (MSMEs) and facilitating access to the necessary inputs to support their sustainability.
Responsibility #1: Project Implementation
Pro-actively work toward the overall project implementation as per donor agreement and CARE guidelines and agreed implementation strategy
Pro-actively work toward reaching the project objectives, i.e. strengthening the employability of vulnerable individuals, identifying potential opportunities and placement arrangements to apply these skills, building the capacity of micro, small and medium enterprises (MSMEs) to access available economic opportunities and facilitating access to the necessary inputs to support their sustainability.
Conduct under the guidance and coaching of CARE economic development and livelihoods coordinator a qualitative Business Development Services (BDS) market assessment
Compile of expert roster for specialized business support for MSMEs.
Ensure the implementation of quality BDS delivery to MSMEs and monitor outputs.
Collaborate with the CARE technical team to the development of the project strategy/methodology, and ensure project implementation is carried out accordingly.
Develop, update and follow up a detailed work plan, in line with donor agreement and in agreement with the CARE Economic Development and Livelihoods coordinator
Conduct regular field monitoring visits to provide support when needed to ensure quality implementation.
Lead in the identification of beneficiary SMEs in the targeted areas and ensure the high quality of the data collected during the assessments and baseline.
Enhance referrals pathways and ensure communities knowledge about the project in close collaboration with the Area Manager and the partners.
In support to CARE MEAL team and in collaboration with the Economic Development and Livelihoods Coordinator, ensure the project is effectively monitored through regular data collection and analysis of key indicators, and ensure that processes and results are properly documented.
Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
Ensure that gender, protection, environment and other important cross-cutting concerns are taken into account;
Ensure that activities reflect the needs of specific groups and individuals e.g. elderly, pregnant women, children, and people with disabilities.
Ensure the confidentiality of beneficiaries’ data as per established guidelines.
Responsibility #2: Line Management
Line Manage the ROVs.
Build capacities of CARE project team and partners.
Make sure all subordinates job performances are evaluated periodically.
Identify learning and training opportunities for subordinates.
Responsibility #3: Reporting & Information sharing
Draft narrative and quantitative reports as per CARE internal requirements and donor requirements.
Ensure internal communication and information sharing on project with relevant staff (Economic Development and Livelihoods Coordinator, Communication, Advocacy and Information management focal point, M&E team etc.).
Responsibility #4 : Representation and Coordination
Support the Socio Economic and Livelihoods Coordinator in ensuring CARE representation in the relevant technical coordination meetings at field level and all relevant forums at the field level and vis-à-vis relevant actors and partners as relevant to the project (municipalities, UN agencies, INGOs, local NGOs, community focal points, etc.).
Support in the organization of field visits by donors, peer agencies, CARE Members, Media, etc.
The Senior BDS and Livelihoods will also have to fulfill any other task as requested by her/his supervisor depending on the programmatic priorities in the Field Office.
