SCOPE OF WORK: Under the direct supervision of the Protection and Information Manager (PIM) and with a view of facilitating greater engagement of the refugee and host community in protection, the Community Outreach Officer will work with the IRC mobile teams and the Protection Team Leader to identify and recruit both refugee and host community outreach volunteers. The Community Outreach Officer will coordinate their activities in the field- providing information materials, holding meetings, and organizing trainings. The Officer will also ensure their link to the broader Refugee Outreach Volunteer community and UNHCR-led trainings as well as conduct ongoing monitoring and evaluation of the volunteer component.
RESPONSIBILITIES:
Recruit, manage and coach the community outreach volunteers (including the Child Protection ROVs);
Coordinate the activities of the volunteers through regular follow up and regular bi-weekly meetings;
Provide the volunteers with on-going capacity buildings and organize trainings for them in coordination with UNHCR and IRC’s Protection Team Leader;
Coordinate closely with the Information Officer and Protection Team Leader to make sure the volunteers are provided with updated information about available services to refugees;
Act as a focal point for receiving and following up protection referrals identified by the volunteers;
Handle all admin and finance matters related to the community outreach volunteers;
Monitor and evaluate the work of the volunteers;
Perform other duties, as needed or requested by the supervisor.

REQUIREMENTS:
At least two years of prior professional experience in a similar post, preferably with an international organization;
Good protection background and knowledge of refugee context;
Child protection experience;
Strong management and organizational skills;
Excellent time management skills and ability to meet deadlines;
Good interpersonal skills and ability to work as part of a team, as well as independently;
Flexible and able to work in a dynamic and diverse environment;
Fluency in Microsoft office and good command of English.
Travel and other requirements: Staff will be based in Tripoli, with some travel required between the 5 districts and the IRC office in Tripoli.
