PROGRAMME AICS 3462- Right to school: promotion of the right to education through improvement of teaching spaces and educational activities for school-aged children in Lebanon and Jordan 4. FINANCING AICS 5. CONTRACTING AUTHORITY INTERSOS – Lebanon: Tyre,Al Shohada Square, Bourji Center Building, 2nd Floor – Tyre 6. CONTRACT The purpose of this tender is to rehabilitate CHOUAYA school as part of INTERSOS activities in South Lebanon. You are kindly requested to submit your best offer for the project request whose technical specifications are annexed to the present letter. The offer must point out: a) Brand of equipment, as per Annex 12 b) Delivery time, as per Annex 4 c) Terms of guarantee, as per Annex 9 d) Description of the products to be used and works to be done, as per Annex 5 e) Price of the equipment, the insurance, the handling, the transportation and the installation, with and without VAT, as per Annex 3 The conditions, to be observed by the bidder, are the following: a) The social security, the insurance obligations and expenses are to be covered by the company. b) The time required to execute and complete the works is herby established in maximun 70 natural and consecutives days as of the date of signature of the contract. c) The offer shall be submited in a closed envelope within 14 days from the date of issuing of the present ITB, as per Instruction to tenderers. d) The company hereby confirms possessing all requisites, craftsmanships, personnels and equipments, in order to carry out the works in question. e) The Company formally engages itself to execute and complete the works described in the offer, within the above specified period of time and in respect of all relevant labor and commercial laws and regulations. f) In the event of the incapability of the Company or evident negligence in the execution of its engagement, INTERSOS shall have the right to withdraw the present deal without appeal and to carry out legal actions against the company for the damage that has been done. 7. EVALUATION CRITERTIA The evaluation procedure is divided in three steps: 1. Administrative compliance: the aim at this stage is to check that tenders comply with the essential requirements of the tender dossier. If a tender does not comply with the tender dossier, it will be rejected immediately and may not subsequently be made to comply by correcting it or withdrawing the departure or restriction. 2. Technical evaluation: the evaluation committee will rule on the technical compliance and evaluation of each tender. Technical offers will be evaluated and assigned a maximum of 60 scores. 3. Economic evaluation: Economic bid will be assigned a maximum of 40 scores according to the following formula: 8. AWARDING CRITERIA Evaluation/awarding will be done by an internal selection criteria related to financial and technical evaluation. The contracting authority has the right to proceed with the awarding of the contract in case if only one valid and compliant offer was received 9.
