Assessment on the Impact of GBV on Male Youth and Boys among Syrian and Syrian/Palestinian Refugees in Lebanon

Terms of Reference
ABAAD is a non-profit, non-politically affiliated, non-religious civil association that aims to achieve gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD seeks to promote women's equality and participation through policy development, legal reform, and gender mainstreaming, engaging men, eliminating discrimination, and advancing and empowering women to participate effectively and fully in their communities. ABAAD also seeks to support and collaborate with civil society organizations that are involved in gender equality programs and advocacy campaigns.
ABAAD has been working in addressing GBV among Syrian refugees in emergency settings since August 2012. In addition, ABAAD has extensive bulk of experience in working with men and boys and engaging them in ending GBV. Since its establishment, ABAAD has been working with concentrated efforts to revisit and transform men’s roles and identities in order to significantly increase men’s involvement in working towards gender-equal society through action research, campaigning, building capacities and service delivery. Changing individual men’s and boys’ understanding of acceptable behaviors that normalize violence is an essential component in ending violence against women and girls.
JOB PURPOSE
Conduct an assessment on the impact of GBV on male youth and boys among Syrian refugees to inform programming and better address the needs of men and boys and provide recommendations for a gendered humanitarian response.
BACKGROUND
What are the profiles of male youth and boys affected by or have witnessed GBV in emergency settings? What are the main and key coping strategies of male youth and boys, idle men and male youth who have lost means to take care of their families, male youth at risk of detention, forced employment, boys’ heads of households and abduction? What are the potential risks accompanied by crisis and conflicts on men? What kind of correlation does exist between these profiles and heightening GBV cases? What is the cost and impact of GBV on men, male youth and boys in emergency settings?
ABAAD is very much concerned about the protection measures and prevention of GBV, through reducing risk of SGBV and improving quality of response by targeting men and boys among both Syrian refugee and hosting communities affected by the conflict. This is the case, as idle men who have lost means to take care of their families, young men at risk of detention, forced employment, boys’ heads of households and abduction are all at risk to be using GBV in their relationship with the other.
In partnership with UNICEF, ABAAD is planning to conduct a comprehensive assessment on humanitarian crisis impact on men, male youth & boys as potential survivors, witnesses or perpetrators of GBV thus assessing the impact of GBV on men, male youth and boys in emergency settings. Hence, the objective of this assessment is to help informing future intervention programs for ABAAD & UNICEF to be designed around protection and/or intervention.
SCOPE OF WORK
This assessment is expected to cover the following regions:
North Lebanon Bekaa (North and Middle Bekaa) Palestinian camps and gatherings and collective shelters hosting Syrian refugees in the North of Lebanon and Bekaa region. South Lebanon
Methodology
This assessment will be conducted through using qualitative research methods. 15-20 focus group meetings will be conducted with men, male youth and boys in the most affected communities in Lebanon. A number of key informant/individual interviews will be held as well to complement the field data collection.
The assessment will be designed to combine different parameters, mainly
The geography (North, Bekaa, Mount Lebanon and the South) The demography (men, boys with special consideration to the age groups) Urban /Rural Social background The different livelihood Zone (fishing, industrial, farming, etc…)
It is expected that 150 persons will take part in this assessment while considering the above mentioned parameters. This assignment will be taking 1 month whereby covering the North, the Bekaa, Mount Lebanon & the South.
Main outputs
A minimum of 15 focus group meetings to be organized with 10-12 men/boys per each focus group At least 150 men, boys in the affected communities will be targeted by the study At least 20 key informants/individuals to take part in this study (5 per each region). A compressive report about the impact of GBV to be developed, designed, printed and disseminated A list of recommendations for future actions
Key responsibilities
Develop terms of reference (TOR) for the assessment study covering in details the scope of the assessment, the methodology, the implementation plan and the budget Develop the key research questions Develop the tools i.e. guiding questions for the focus groups and Key informant interviews Overall coordination and supervision of the field data collection team Coordinate the recruit focal points in each respective region to organize the focus group discussion and individual interviews with the targeted groups Data analysis and report writing Present findings in public event
Qualifications
The researcher should have experience managing a regional research program in Lebanon in emergency situations The researcher should have extensive experience designing and delivering gender interventions for vulnerable populations The researcher should be able to demonstrate that he/she have undertaken similar analyses or research studies previously The researcher should possess the ability to communicate complex trends and concepts in simple, clear, engaging language The researcher should preferably be bilingual, with strong English language skill
