1- IECD and Foyer de la Providence
Institut Européen de Coopération et de Développement is a development assistance organization, which intervenes in 15 countries in Sub-Saharan Africa, the MENA region, the Indian Ocean and Southeast Asia. IECD has been operating in Lebanon since 1989. Today, IECD and its partners implement several Training and Professional Integration, Support to Small Enterprises and Access to Education and Health Care projects.
2- Context
IECD started in April 2014 the implementation of the EU-funded project “Better integrate Palestinian children and youth refugees with special needs in formal & non-formal education system”. This 3-year project is located in Beirut and Saïda areas, mainly inside the Palestinian camps. The work consists in: - A capacity-building program for 15 educational institutions: kindergarten, UNRWA primary schools and vocational training centers. Through a comprehensive training plan, completed by a close follow-up and work with the parents, the project aims at helping the institutions to become more inclusive for children and youth with learning disabilities. - The improvement of diagnosis & care for Palestine children and youth with learning disabilities through a precise mapping of the available services and the creation of a referral system. - A strong awareness-raising component on learning disabilities and inclusive education targeting various levels of actors: medical/paramedical staff, parents, educational staff, community, general audience. Part of the awareness-raising component consists in a nationwide communication campaign.
3- Objective
The objective of the consultancy is to design and implement a nationwide communication campaign. This campaign will aim mainly at: - Eliminating preconceived ideas and changing perceptions on special needs and especially on learning disabilities. - Promoting inclusive education in Palestinian community.
4- Scope of work
The consultant will be contracted to: - Design, in coordination with the project team, a public awareness strategy to increase awareness and change perceptions on special needs and learning disabilities as well as to promote inclusive education in Palestinian community. - Conceptualize, develop layout, format and design all promotional materials and activities agreed as part of the national communication campaign including project folders, banners, billboards, posters, web campaign, print and social media.All communication materials should be prepared in Arabic and, in some cases, in English. - Prepare, in coordination with the project team, the press conference launching the communication campaign (propose the event program, write the press release(s), ensure the adapted media coverage, prepare the project team for interviews with the press, select the pictures etc.) - Travel to selected project sites (in Beirut and Saïda inside & around Palestinian camps) to capture success stories, good practices and/or lessons learned for dissemination through website, promotional materials and to media as necessary. - Document and report activities highlighting progress, achievements and success stories of project. - Elaborate a communication plan to enable the project to build on the national campaign after its end.
5- Expected deliverables
The Consultant/Firm will submit the following as outputs: - Inception Report outlining the work/activities to be undertaken, including implementation plan and timelines. - A comprehensive strategy for the national communication campaign based on key messages, identified areas of ignorance and target audiences. - Any audiovisual communication materials needed in the implementation of the campaign - Design layout (for printing/production) of project folder, banner, billboard, campaign t-shirt, poster, as well as any produced audiovisual material (videos, radio spots, etc.) - Report on launching of the campaign’s press conference (report to include event program, summary of media coverage etc) - Final Report on Consultancy which should show the methodology used, activities undertaken, successes, challenges, results (planned and unplanned), lessons identified and recommendations on how to address those lessons. Communication strategy as well as all produced materials should be in line with EU rules and regulations and fit with EU communication & visibility policy. All materials will be reviewed and shall be approved by EU.
6- Budget
The tentative budget for the consultancy has been estimated to be around € 6.000. Production costs for communication materials (brochures, audiovisual material, banners, roll-up) as well as for the press conference will be covered by IECD respecting EU procurement rules. The payment will be made as follows: 1st instalment – 50% (after signing the agreement); and Final instalment – 50% (after submission of final deliverables) Finance section will deduct tax at the prevailing tax rules.
7- Evaluation Criteria
Proposals will be evaluated on the basis of: - Cost effectiveness / price - Implementation methodology - Experience of consultant/firm
8- Submission requirements
Interested consultants should submit below mentioned documents by 5 pm on 15 May 2015. Proposal submissions are to include the following: - Curriculum Vitae of consultant and for each member of the team (if a team approach is utilized) - Technical proposal with the proposed approach and activities to be taken for the implementation and management of the consultancy - Breakdown of costs with man days for each team members (if team approach is utilized). Any travel associated with the health care facility visits must be integrated into the submitted budget as line item Travel.
