Summary and Background:
The Senior Medical Adviser will work under the direct supervision and reports to the Health Coordinator. S/he will be in charge of providing technical mentoring and supervision to IMC Field Medical Advisors.
S/he is a member of the Central Health Unit which includes the Health Coordinator, Deputy Health Coordinator and Senior Pharmacist.
1. Coordination
1.a. Technical Support
In coordination with the Health team and Quality Department:
i. S/he will ensure will ensure and oversee all Primary Health Care (PHC) components are implemented according to the Ministry of Public Health (MoPH) and WHO quality standards. Areas of concern include reproductive health, child health and integrated management of childhood illnesses, nutrition, communicable disease control and management of non-communicable diseases
ii. Provide technical input in proposal development for future and ongoing projects
b. Field Visits
S/he is expected to conduct a supervisory visit once per month to each office in coordination with the Health Coordinator and Area Manager. The visit would be to assess project implementation where a visit should be conducted to a supported clinic as needed.
c. Representation/Meetings
In coordination with the Health Coordinator
S/he would be required to represent IMC in meeting with international and national stakeholders
S/he will conduct a monthly meeting with all Field Medical Advisors to guide and monitor program implementation
2. Reporting & Capacity Building/Quality
Work closely with the field team and M&E team to analyze morbidities, service utilization, and care seeking behavior
Monitor early warning systems for outbreaks and investigate emergence of communicable diseases
Work with Senior Pharmacist and field teams to monitor medication prescription and promote rational use of medications
Work closely with M&E department and Health Coordinator to develop new related indicators
Provide capacity building and support to Field Medical Advisors and to ensure the timely and accurate submission of reports. In coordination with the Deputy Health Coordinator:
Develop and update SOPs for Field Medical Advisor processes and implementation of practices guidelines
Work with the quality team and Field Medical Advisor to improve quality of Medical services
Provide capacity building trainings to IMC Health teams in regard to implementation of MOPH/WHO guidelines and process in the context of Primary Health Care in Lebanon
3. General:
Perform other duties as requested by line manager
Adhere to all of IMC’s policies and procedures, including Code of Conduct and Security SOPs
Minimum Qualifications
Academic and professional
i. A medical degree (MD)
ii. License to practice medicine in Lebanon/Member of the LOP strongly preferred
Experience
A minimum of 2-5 years of satisfactory working experience as a medical doctor is required. NGO experience as a Medical Advisor is preferable.
Language
Fluency in Arabic required with excellent levels of written and spoken English. Working knowledge of French preferred.
Computer skills
i. Strong knowledge of MS Office including MS Word, Excel, PowerPoint, and Outlook
ii. Knowledge of statistical software such as SPSS or STATA preferred
Desirable Qualifications
Knowledge of NGOs and the refugee situation
Proficiency in standard computer applications and use of internet
Strong knowledge of the operational aspects of MoPH guidelines on primary health care.
Excellent interpersonal skills with ability to motivate colleagues and maintain a positive, respectful attitude in a variety of settings.
Training, coursework or experience in health financing and/or quality improvement highly desirable
