Main responsibilities:
The Medical Referent / Technical Advisor is responsible for the supervision and technical support to MdM partners’ medical activities and to health facilities’ staff, while ensuring continuous monitoring of the context and needs identification. He/She may also be requested to provide supervision and technical support in other countries of the Syrian Crisis region as and when required.
Main responsibilities and activities of the Medical Referent / Technical Advisor can change according to the organization of the work and to the composition of the team
1. CONTEXT ANALYSIS / NEEDS ASSESSMENT
In coordination with partner technical referent, collect and triangulate information related to the health situation and humanitarian needs in the targeted areas of the project, revise analytically and report to his/her line manager.
Keep regular contact with partners and potentially doctors and stakeholders in the targeted areas of the project to keep continuous needs assessment and situation analysis.
Contribute to develop methodologies and questionnaires to assess the health conditions in targeted areas.
In coordination with partner technical referent, conduct, compile and analyze needs assessment with medical staff
Identify the support required (drugs, consumables, medical equipment supply, salaries’ incentives, trainings, etc.) for supported health facilities and partners.
2. IMPLEMENTATION AND MONITORING OF ACTIVITIES
Analyze the medical requests submitted by each health facility in close concertation with partners in the light of the morbidity data, health facility assessments, context analysis and any other relevant information, and finalize the medical orders
Check the quality of the medical supplies and provide technical validation
Compile all monitoring tools and update the database of the project
Maintain track record of partners/health facilities needs requests and analysing the monthly needs.
Coordinate with other members of the team (e.g. Administrator/Logistician) to ensure smooth supply process to the partners and reporting.
Maintain regular (daily, weekly and monthly) contact with the partner technical referent, and if needed directly with the medical and paramedical staff of the supported and targeted health facilities
3. TECHNICAL SUPPORT and GUIDANCE TO PARTNERS AND HEALTH FACILITIES’ STAFF:
Assess training gaps, identify needs for medical and paramedical staff at both health facility and partner’s level and develop a training plan
Develop necessary tools for the improvement of activities monitoring.
Contribute to the development of orientation sessions and training modules for medical and paramedical staff (health facility and partners)
Conduct orientation sessions and training courses to medical and paramedical staff (health facilities and partners)
Make sure medical staff has available protocols and guidelines and assess the needs in terms of new or updated medical protocols
Contribute to the development of medical protocols
Develop a plan to ensure implementation and monitoring of protocols’ implementation
Strengthen technical skills of medical and paramedical staff to treat and analyze the medical data.
Providing technical support to the health partners to improve the data collection.
Propose any relevant measures to improve the quality of care in the health facilities supported by MdM.
4. COORDINATION/ EXTERNAL COMMUNICATION
Maintain regular contacts with partners, other medical NGOs and organizations and health facilities’ representatives and provide appropriate reporting (e.g. minutes);
Map presence of other partners (INGOs) working in the area and update the information to avoid duplication of support.
Liaise with community members and other stakeholders on health issues.
Represent MdM as the Medical focal person for the project.
Upon request and delegation by the Field Coordinator, represent MdM in any external meetings.
5. REPORTING
Provide a monthly report including an analysis of the medical data provided by health facilities supported by MDM, activities undertaken, supervision, training given, assessments undertaken.
Provide updated report of health needs and services situation in the area.
Prepare the health facility assessment report based on assessment forms filled from the field and submit to the line manager.
Provide short summary of any meetings attended.
6. Other
- Keep MdM team informed on any issues related to logistics or pharmacy.
- Report any security related issues to his/her line manager.
- Support operational organization of field trips and MdM programs/activities
- Translate verbally and by written when necessary.
- Participate to weekly team meetings or any other relevant internal meetings.
- Perform any other additional duties upon instruction given by his/her line manager or technical referent.

Work Experience
- Minimum 3-5 years of work experience
- Experience in a similar position in a NGO or INGO is a strong asset, if possible in working with partners
- Excellent knowledge of Syrian context and health conditions are strong assets
Languages
- Fluency in Arabic is required
- Good command in English (written, spoken)
