There are currently more than one million Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country, and refugees are living in more than 1,700 locations across the country. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component. The UNHCR operational response in Lebanon is the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. The Office are located in Beirut, Zahle, Tripoli, Tyre, and Qobayat. This position will be based in Qobayat (Akkar) and will provide support and assistance to UNHCR Lebanon on the specific activities on Shelter and WASH under the direct supervision of the Head of Field Officer. The incumbent will need to have the technical background in order to provide the right analysis, assessment, planning, monitoring and evaluation of shelter and WASH provided to refugees in the operation in Akkar district (North Lebanon). The Shelter and WASH associate will assist the supervisor(s) in the programme and UNHCR implementing partners’ management in the shelter and WASH sector, and in the Shelter sector coordination at field level. The Shelter and WASH Associate assists the Sub Office in Tripoli and the Field Office in Qobayat to ensure the smooth implementation of the Shelter and WASH programmes at the office, in particular compliance with the technical specifications in programme delivery (based on UNHCR’s Shelter/WASH guidelines); advice on the technical integrity, cultural suitability adequacy of implementation arrangements for UNHCR’s shelter/WASH assistance programmes in Lebanon. Accountability (key results that will be achieved) UNHCR Field Office has sufficient support in the field of Shelter/WASH thus better able to meet the needs of persons of concern. UNHCR’s policies, standards and procedures relating to Shelter/WASH are appropriately and coherently applied in the area of responsibility.   Responsibility (process and functions undertaken to achieve results) PROGRAMME AND IMPLEMENTATING PARTNER MANAGEMENT – WASH / SHELTER Assist in the drafting of UNHCR shelter/WASH partnership agreements; Directly manage UNHCR funded shelter/WASH partners in line with partnership agreements inclusive of assisting partners in drafting detailed work plans, chairing monthly partner progress meetings, acting as shelter/WASH focal point for UNHCR funded shelter/WASH partners, undertaking regular monitoring visits to plan and assess the progress of the implementation of UNHCR shelter/WASH partner works; Design, plan, and supervise programmes undertaken by UNHCR funded Shelter/WASH partners to ensure quality, cost effectiveness, sustainability and environmental soundness in their implementation; Prepare and/ or assess bills of quantities and construction plans for UNHCR funded Shelter/WASH partner activities; Assess tenders prepared by UNHCR funded Shelter/WASH partners; Provide sound technical Shelter/WASH advice to UNHCR funded Shelter/WASH partners and Shelter sector operational partners; Ensure that Shelter/WASH interventions undertaken are to agreed standards; Promote community involvement and participation in all the different stages of the Shelter/WASH project cycle.   SHELTER SECTOR COORDINATION ASSISTANCE Assist the UNHCR Assistant Shelter Officer to implement clear guidance and standards for shelter sector at field level, including minimum emergency standards to meet basic and essential needs as well as guidance for phased improvement of shelter conditions; Assist the UNHCR Assistant Shelter officer in carrying out assessments and monitoring mechanism in informal tented settlements for eligibility of shelter assistance undertaken by shelter partners, inclusive of assessment of partners capacity, oversight of distribution activities, monitoring of budgets, and facilitation of discussions with landowners and refugees to ensure that proposed support is in line with needs; Lead assessments of the suitability of housing units in sub-standard buildings for eligibility of weatherproofing works or rehabilitation works by UNHCR shelter partners, inclusive of assessment of proposed bills of quantities, oversight of construction works, monitoring of budgets, and facilitation of discussions with landlords and refugees to ensure that proposed works are in line with needs; Assist the UNHCR assistant shelter officer in preparing and analysing information for North shelter working group/ sector coordination and actively participate in Shelter/WASH sector coordination meetings at local and national level; Lead the Akkar shelter referral mechanism Develop and verify any BoQ, execution plan, including defining the scope of works, technical drawings and specifications for internal analysis. Regularly report on work progress of various activities and preparation of SitRep (weekly and monthly). Perform other related duties as requested by UNHCR supervisor(s)   Authority (decisions made in executing responsibilities and to achieve results) Represent UNHCR in implementation and monitoring of all Shelter/WASH activities in Akkar. Enforce humanitarian and technical standards, protocols and guidelines. Liaise and report with sector partners to raise issues, provide feedback. Participate in monitoring of the implementation of shelter activities.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.

Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
University degree in shelter & WASH-related sciences (e.g. civil engineering or architecture, Public Health engineering, Environmental Studies, Hydrology or Water resources development);
Minimum 4 years of relevant working experience in Shelter/WASH related field in developing countries dealing with large scale Shelter/WASH activities/interventions, including collaboration with different international organizations (e.g. UN agencies, Red Cross Movement, INGOs, IOs or Donors);
Ability to coordinate a range of diverse Shelter/WASH actors and activities/interventions to achieve programme objectives;
Proven technical expertise in area of Shelter/WASH assessment including data collection surveys, programme implementation, monitoring and evaluation;
Proficiency in computer software such as Excel, Powerpoint, Word AutoCAD and GIS.
Excellent knowledge of English (written /oral /comprehension) and Arabic is essential;
Proficiency in project management;Excellent communication skills.

DESIRABLE QUALIFICATIONS & COMPETENCIES.

Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
Exposure to UNHCR mandate, its priorities and principles.
Knowledge of UNHCR standards and criteria for shelter and WASH, as well as issues related protection, environment, land property issues etc. will be an asset.
Capacity to work with multi sectorial teams to ensure that relevant issues related to the site/settlements are taken into consideration such as the development/maintenance of various infrastructures required.
Cultural sensitivity to the specific needs of the persons of concern.
Willingness and ability to work in hardship environments.
