Under the overall guidance of the UNFPA Assistant Representative/Head of Office, the incumbent will work with the UNFPA Country Office (CO) in providing overall support for the coordination, implementation and monitoring of population and development (PD) related projects in partnership with the relevant national stakeholders, humanitarian agencies, civil society and experts. In 2017, UNFPA is supporting around 3-4 PD related projects – with emphasis on the rollout of the SDG 2030 agenda - through different sources of funding and implemented at national level by key selected implementing partners (namely Ministry of Social Affairs, academic institutions, and other related entities. Accordingly, UNFPA Country Office is seeking to recruit a PD Projects Coordinator for an initial period of 12 months through a Service Contract modality.
1. Organizational Location
The incumbent will be based in the UNFPA CO in Beirut, Lebanon with frequent visits to activities locations as well as partial base at the implementing partners locations where and if need be.
2. Job Purpose/Supervisory Role
Under the overall supervision of the UNFPA Head of Office/Assistant Representative), the incumbent will support in the provision of overall coordination to PD related projects supported by UNFPA Lebanon.
3. Major Activities/Tasks
Provide needed support for enhancing and reinforcing coordination and collaboration among various entities/partners;
Suggest new partners/experts based on comparative advantage and PD areas of expertise and pursue conclusion of partnership;
Support in assessing existing partners for possible re-engagement for implementation of various PD components;
Provide assistance, follow up and support for various PD related advocacy and media events and forums as requested and follow up with suppliers on production related activities;
Contribute to preparing Terms of Reference and support in ensuring consultants are delivering tasks under the various PD projects;
Contribute in identifying research gaps to be supported/initiated under the PD projects;
Support in development/finalization of PD related annual workplans with the implementing partners and provide needed support in revising workplans;
Provide back up support – if need be - in projects expenditures and disbursements and timely delivery of financial reporting and ensure adequacy with activities;
Contribute to development/review of tools for PD related rapid/needs assessment;
Provide needed support in PD projects/programmes evaluation through availing related evidence, information, etc;
Carry out literature/desk review as guided by supervisor;
Contribute to review and input on related annual, monthly, quarterly, sector/research reports, strategies, plans, donor reports, etc;
Ensure follow up to actions/recommendations agreed upon;
Provide needed information and resources as requested by UNFPA Country office, regional office and/or headquarters;
Participate in coordination mechanisms as requested and promote UNFPA’s mandate among others; and
Perform any other duties as may be assigned by the head of office/assistant representative
4. Expected Results
The incumbent’s tasks will directly contribute to the following key results:
PD projects activities and related indicators realized
PD consultancies undertaken and finalized based on agreed upon terms of reference
PD projects’ needs assessed and training plans identified/implemented
PD reports/documents reviewed, developed and /or submitted
PD monitoring framework and related tools implemented
The incumbent will also submit a final report on the implementation of all tasks under the TORs at the conclusion of his/her assignment.
5. Job Requirements and Competencies
Undergraduate university degree in demography, social sciences, public administration, or related field;
Minimum of 4-5 years of increasingly responsible relevant professional experience, including experience in PD related projects management/coordination;
Prior training in population and/or development issues – with emphasis on youth and gender;
Knowledge of the Lebanese context and its social structure;
Good knowledge of the sustainable development agenda with emphasis on the 2030 SDG agenda;
Prior experience in the UN system will be a strong asset;
Fluency in oral and written English and Arabic is essential; ability to communicate in French is an advantage;
