  Consultancy for Individuals Background To date the Syrian crisis has entered in its seven year. The number of registered Syrian refugees amounts a total of 1,011,366 individuals currently registered with UNHCR in Lebanon, considered being the largest proportion of refugees in the world if compared to the size of its population and the largest number in the region reaching and estimated 1.5 million of which about 78% are women and children[1].   After six years of conflict and protracted displacement, poor living conditions coupled with lack of privacy in overcrowded settlements triggered serious protection concerns, including Gender-Based Violence (GBV) in general and early marriage/domestic violence in particular. Access to Reproductive Health (RH) services and information among Syrians and poor Lebanese also seems to be a major concern addressed by UNFPA through its programmes with implementing partners.   UNFPA is currently implementing through local partners across the country two community-based projects ending in November 2017. Those projects aim at reinforcing the awareness, knowledge and capacity of local structures (such as Municipalities, community networks, local and religious leaders) on Gender, GBV and RH to become agents of positive change in their communities through engaging them in community based needs assessment and different types of capacity development initiatives. Targeted networks are also supported to implement activities aiming at promoting gender equality and/or mitigating GBV risks. A total of seven local partners (four under one project and 3 under the second project) are already implementing those activities. UNFPA is leading the development of a documentary on the two projects in order to document the achievements and lessons learned.   UNFPA is aiming at developing two booklets documenting successful results and achievements made under each project and supporting its use to maximize its impact. Objectives Under the overall guidance and supervision of the UNFPA Assistant Representative of the Lebanon Office, the project managers, and in direct day to day collaboration and coordination with the office team, the Consultant will develop a documented booklet for in order to ensure promotion of the two projects and their achievements. He/shewill be coordinating his/her tasks with the key colleagues, namely the GBV Specialist, the RH Specialist and the Field Monitoring Coordinator. Tasks The consultant will be entrusted with the following tasks:   Engage with each of the UNFPA implementing partners involved in the two projects to grasp an in-depth understanding of the objectives, activities, lessons learned, good practices, challenges, need of information sharing in each targeted areas. Conduct field visits to ongoing activities implemented by the UNFPA implementing partners and ensure meeting with selected and diversified beneficiaries. Collect all necessary information/ data/ quotes/ successful stories /pictures/ etc to be used in the documentation of the projects. Develop a skeleton of the booklets to populate the compiled information using innovation (cartoon book, infographics,  story board, visuals, illustrations, Q&A format, etc in consultation with UNFPA). Elaborate the 2 booklets (10-15 pages each) that shall detail the main objectives of the projects (linking them with the GBV/RH  issues in the Lebanese context) the factors that contributed to the achievements of the results and lessons learned from the projects etc. Expected Deliverables The final product to be delivered by the consultant will consist of the following:   2.5-month consultancy plan and timeline approved by UNFPA; Delivery of 2 booklets (10-15 pages) in Arabic and English reviewed, commented and finalized based on input from UNFPA and partners A final statement of achievements upon completion. Time Frame The consultancy will be carried out between 1 October and 15 December 2017. Qualifications The Consultant must meet the following qualifications: Advanced Degree in Communication, Social Sciences or related field with knowledge in development, gender issues, youth issues, and human rights. Minimum 5-6 year experience in communication, info-graphics, production, in context of humanitarian crisis. Knowledge on Gender and/or reproductive health issues is an asset. Good experience/knowledge in humanitarian contexts and familiarity with humanitarian related resources and material; Excellent coordination and planning skills. Strong analytical, strategic and drafting skills, team player, dedication to perform within a multidisciplinary collaboration, and capacity to communicate efficiently. Excellent written and spoken communication skills in Arabic and English. Excellent computer skills in various applications especially excel, word processing, power point. Knowledge in UNFPA’s mandate and work is an asset.
