Area Supervisor- Beirut,ain El Remeneh

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis. SIF has been present in Lebanon since 2012, implementing projects aiming at distributing assistance to the Syrian refugee populations affected by the conflict in Lebanon. This program allowed SIF contributing to the improvement of the well-being of the children and their families In response to the current crisis in Syria, and the growing numbers of refugees coming to Lebanon, SIF is expending its humanitarian response and will scale-up its emergency support to Syrian refugees and affected population. SIF is currently recruiting Area’s supervisor.  The Supervisor, will be based inBeirut CFS and will be in contact with other SIF members to harmonize and share tools as well as lessons learnt. The Supervisor is part of the Syrian Refugee Support Program team of SIF-Lebanon and will be under the line management of the PM. MISSION CONTEXT The SIF project aims at strengthening the identification of vulnerabilities, their assessment and adequate referrals to existing services. The Area Supervisoris based in the child friendly space Ein el Roummaneh and jointly with the field team ensure the identification of most vulnerable beneficiaries in need of psychosocial support, recreational or didactical activities. The identification can be in the child friendly space for recreational or sport activities, during the household visits as well as during the training or other SIF activities. Strong coordination with other actors in the area of intervention is the pillar of this program and the referral mechanism will guarantee the provision of adequate services from others partners. The action aims at strengthening awareness and advocacy efforts towards increased access of most the vulnerable (mainly children and women alone) within humanitarian actors’ coverage in the areas of intervention. Furthermore, as part of a longer term strategy aiming at supporting and reinforcing resilience of local stakeholders, the action includes a strong capacity building & strengthening component targeting SDC and local stakeholders on protection, child protection, referral pathway and mechanism, conflict resolution etc.   MAIN RESPONSABILITIES  Support the program manager in all aspects of the program implementation in Beirut Area as requested; Responsible for the oversight of CFS and all other activities implemented in the area of interventionand ensure the activities are monitored and delivered to a high quality by PSS facilitators, Volunteers, community mobilizer,  implement project activities outlined in the detailed implementation plan; Supervise mobile activities if required(in SDC, NGO premises) Provide the communication officer on timely basis all activities’ photos and make sure have the caregivers’ consent; Under the guidance of Program Manager, coordinate with the vocational training officer to reach new areas and new potential beneficiaries and community mobilizer to plan and organize communityengagementactivities; Monitor the implementation of project activities in the CFSs, as well as mobile activities and provide technical guidance where necessary based on Child Protection Mainstreaming  as well ensure that the protection procedures and programs are properly implemented; Along with PSS facilitators,  Identify key protection threats affecting the child friendly spaces in the area and develop mitigation measures on a regular basis to ensure the safety and security of the chosen locations; Ensure that all confidential  documentation is stored in the head office and ensuring the right mechanism in sharing protection data; Monitor and identify protection needs, trends and gaps in and around the CFSs and undertake situation analyses and needs assessments. Maintain confidentiality at all times Prioritize protection issues and refer to technical team in order to design prevention and response programs and initiatives. Under the guidance of Program Manager, Identify potential partnerships in the area of intervention to implement programs, make recommendations on how to fill gaps to PM Ensurethe technical guidance and direction for effective planning, implementation and monitoring of agreed protection plans in the field Work with thefacilitatorsin identifying, screening, documenting and reporting cases of children that are in need of additional assistance beyond the scope of the CFS (i.e. mental health services), and follow the internal referral mechanism (RFP) Along with Technical team,  measure the quality and impact of CFSs activities (FGD, pre-post test and other eventual Monitor tools) Ensure the quality and quantity of the weekly and monthly reports Attend program coordination meeting and other Ad-hoc meeting inBeirut area and when required in Chouf Report possible protection and conflict problems to the program manager; Contribute to write proposals for protection when requested;  Logistic/admin aspect Provide leadership in overseeing of all logistical / procurement in Beirut Area; Ensure that equipment and supplies inventories are up to date and make requests for replacement ; Handle the petty cash  and report on it to the finance department;   Provide the program manager with all payments (volunteers, CFS, SDC, partners) to be validated and submitted tothe finance department; Establish the bus planning in the area of intervention. Follow up the bus movement in the area of intervention Ensure the availability of all program materials and ensure the project locations are well equipped and ready for the implementation in line with budget availability. Supervise and follow up with the bus company to ensure collecting the children by adhering to the code of conduct;  REPRESENTATION In close coordination with Protection Project Manager: -          ensure the relevant representation in at field level coordination meeting, events, and all activities in AinerRoumanneh area -          build strong coordination with key actors to enable program implementation; Represent SIF vis-à-vis local authorities and area government officials in the area of intervention, for all issues linked to the program in coordination with the PM; -          Represent SIF in Child Protection Unit – Beirut Area that is chaired by SDC -          Participate actively to program coordination and to relevant meetings on the topic; -          Liaise with other agencies, NGOs, government bodies in the field to ensure coordination, implementation of common standards and consideration of protection issues in assistance programs. TEAM MANAGEMENT Provide ongoing support and mentoring to the area program staff and promote best practices. Ensure feed back towards the team about issues potentially raised by them and in the field; Ensure a good communication – coordination – information level of each member of the  team through regular coordination meetings (or other if needed); Ensure conflict resolution (personal and professional) within the team and informthe Program coordinator; Draft the job description for volunteer and ROV Recruit the volunteers when needed respecting SIF procedures and budget availability. Assign the volunteer and ROV in support to SIF staff for specific activities. REPORTING Reports directly to SIF’s Beirut Office, to the Program Manager. S/he will submit the following reports at the end of each week: Provide verbal and written report to the program manager;  Centralize all information gathered in the field and consolidate a weekly and Monthlyreport (into the proper reporting format) to be delivered to the PM; The Narrative Report which includes: the number of beneficiaries disaggregated, actions taken, number of house-visits conducted, awareness raising activities, number of people attending the session with breakdown per age group and gender; should also include charts, trend analysis and solution Provide regular reporting on  activities and Weekly update – numbers of beneficiaries and households visited segregated by age, gender,  needs and vulnerability (i.e. living in very poor conditions) and otherto the Head of Mission and Program Coordinator upon his/her solicitation Report to the logistics department all the logistic aspects in the sub office. ETHIC AND PROFESSIONAL PRACTICE Always respect of beneficiaries’ confidentiality Respect and promote SIF’s Policies and report to your line manager any non-respect of SIF’s policies amongst the teams or partners. Address needs and requests in a professional way. Report any incident or act that causes any harm to beneficiary or to others. PERSON QUALIFICATIONS University degree in a social development related field (education, psychology, specialized education or social animation) Relevant experience of at least 4 years with national and international NGO Awareness of Human Rights and Refugee International Laws  Knowledge of the psychosocial guidelines and approaches related to children in emergencies context (MHPSS IASC guidelines, CFS guidelines, etc.);Demonstrated leadership, Results Based Management, including monitoring and reporting, linking protection programs and budgets, as well as database management Excellent written and oral communication skills. Experience in consultation and liaison with government and non-governmental officials. Strong organizational and work planning skills and the ability to work in a high volume work environment. Able to establish and maintain effective working relations with people of different cultural backgrounds. Strong cross-cultural communication and resilience skills are very important. Able to work effectively in a multi-cultural environment Sets high levels of quality and productivity for self Sets clearly defined objectives and plans activities for self, own team or department Excellent command of English and Arabic (speaking and writing), French an asset Confident and proficient in the use of MS Office, especially Excel and Word Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in environment with tight deadlines Experience of proactively identifying and addressing issues, proven problem solving and organizational skills.
