I. INTRODUCTION The Lebanese Women Democratic Gathering- RDFL is a secular feminist organization working to repeal and eradicate various forms of discrimination and violence against women through the implementation of multiple programs in its centers spread over the Lebanese territory.  The overall objective of this consultancy is to help RDFL concerned members and staff revises their previous strategic plan and policies and procedures to fit better their current situation and develop accordingly a document that will reflect the future strategic options at governance, management and programs levels, in addition to needed policy and procedure papers.   II. PURPOSE OF THE CONSULTANCY The Consultant is expected to be an experienced facilitator for strategic planning and policy development, to help meet the needs of RDFL. The consultant should provide fair and skilled facilitation services and technical support in strategic planning, policy making and visioning, in addition to high skills in elaborating a comprehensive strategic plan final document and policies manual.     The Consultant is expected to: Review the actual strategic plan along with all progress and annual reports of the implemented projects and programs to understand the context. Meet with RDFL’s head of programs and board representatives to review TORs and ensure clarity on all tasks and expectations. Facilitate three days’ workshop for RDFL’s general assemble in mid-September aiming to: -       Work actively on improving the current version of the strategic plan, review the vision and mission for RDFL and defining clear objectives. -       Review the institutional capacity, organizational set-up and the system of governance and management. -       Identify the main problems, obstacles and shortfalls along with RDFL main strengths and potentials. -       Analyze the situation of women’s rights, political situation and feminist movement in Lebanon and its effect on RDFL’s work, and where RDFL should be in this context. -       Propose strategic options and orientations at governance, management and programs levels. Carry out a series of consultative meetings with key stakeholders where\ when needed. Design key strategic objectives of RDFL’s programs and work. Based on the strategy, design an action plan; identify needed tools and roles of various stakeholders. Design a monitoring framework for the strategy and action plan. Prepare needed policies and procedures, and if needed contract experts or form a team who can help in this. Policies and procedures needed by RDFL are the following as a beginning: Financial Policy & Procedures, Procurement Policy & Procedures, M&E policy, Personnel Policy, Gender Policy, Recruitment Policy, Emergency Plan, Code of Conduct, and Advocacy Strategy & Tools. Ensure the timely and quality completion of technical deliverables. Present and facilitate the strategy/action plan/monitoring framework/ policies and procedures in a half day workshop with RDFL staff and members for validation. Provide a final document including a narrative strategic plan (including vision, mission and strategic objectives), in addition to the action plan and monitoring framework and policies and procedures manuals.     III. EXPECTED DELIVERABLES  In close coordination with RDFL’s management team, the consultant is expected to provide the following: A well written, comprehensive strategic plan document in Arabic with an action plan and monitoring framework. An executive summary in English to highlight key elements of the strategic plan. A manual including needed policies and procedures both in English and Arabic. Any other relevant document that is requested during the process.   IV. REQUIREMENTS The Consultant should possess the following competencies, skills, and experience: More than 7 years experience in facilitation, policy development and strategic planning. Experience in gender issues. Strong analytical, communication and inter-personal skills. Excellent reporting and presentation skills. Willingness to travel outside Beirut. Fluency in both written and spoken English and Arabic. Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
