Community Communications And Accountability Coordinator

In accordance with established Agency policy and procedures, and under the guidance of the APP Project Manager, the incumbent will:   A.  Contribute to the AAP project management and reporting Contribute to the project’s work plan in coordination with the Project Manager, ensuring that the project outputs are aligned with the project design and the partnership agreement and providing advice and guidance as required; Identify operations, administrative, financial and other constraints which may affect project implementation and propose solutions to improve quality, timeliness, and cost effectiveness; Contribute to regular reports and updates on project activities to donors (i.e. narrative reports and financial reports) in coordination with UNRWA Donor Relations Unit and the UNRWA PSO office; and Develop managerial tools for monitoring, evaluation and reporting, ensuring compliance with the standards set the UNRWA ‘Framework for Accountability to Affected Populations’ and the Inter-Agency Standing Committee ‘Tools to assist in implementing the IASC AAP Commitments’.   B.  Coordinate refugee community engagement with UNRWA field management Organize participation of management in meetings in each of the five areas in Lebanon, targeting representatives of political factions, camp committees, main NGOs and community based organizations in the camps, youth and women’s committees and parents and Palestine refugees from Syria. Facilitate annual planning meetings with community in the fourth quarter of the year. Coordinate meeting with refugees on priorities that UNRWA is and is not able to respond to within the upcoming annual programming cycle, in the first quarter of the year. Report to refugees as to what UNRWA accomplished during the annual programme cycle, with meetings in the first quarter of the year. Demonstrate UNRWA commitment to accountability to affected populations by ensuring feedback and accountability mechanisms are integrated into programmes, monitoring and evaluations, staff inductions, trainings and partnership agreements, and highlighted in reporting. Organize field visits, support the preparation of visibility material/activities as required.   C.  Establish communications and accountability mechanisms with the refugee community Organize participation of management in meetings in each of the five areas in Lebanon, targeting representatives of political factions, camp committees, main NGOs and community based organizations in the camps, youth and women’s committees and parents and Palestine refugees from Syria. Organize field visits, support the preparation of visibility material/activities as required.   D.  Contribute to monitoring and evaluation Design, monitor and evaluate the goals and objectives of programmes with the involvement of affected populations, feeding learning back into the organization on an ongoing basis and reporting on the results of the process. Give communities routine feedback as to the outcomes and findings of assessment, monitoring and evaluation missions.   E.  Perform any other duties as required.
