Monitoring, Evaluation, And Learning Expert

World Learning is accepting applications for a Monitoring, Evaluation, and Learning Expert for an anticipated DfID-funded project to support the Government of Lebanon (GoL) to plan, implement and deliver results under the Support to Reaching All Children through Education II (RACE II) Formal Education Program (SR2). This program will support public sector education service delivery and the strengthening of the formal education system with the overall outcome being the delivery of formal education to Lebanese and Syrian refugee children aged 3-18 in Lebanon. The program’s two key components are education service delivery and providing a demand driven strategic technical assistance package of the Ministry of Education and Higher Education (MEHE) and the Centre for Educational research and Development (CERD). SR2 aims to support the following three pillars of RACE II: 1) equitable access through both formal and non‐formal routes; 2) enhanced quality of education through more robust measurement and tracking of learning, a revised curriculum and assessment strategy, and improvements to teacher performance; 3) strengthened systems focusing on enhanced governance and managerial capacities, the use of data for effective decision making and to improve learning, and for MEHE and CERD to plan, budget, deliver, monitor, and evaluate education services. The Monitoring, Evaluation and Learning Expert will be responsible for management and implementation of the program’s innovative data utilization to guide the program’s overall planning, monitoring and decision making to achieve the objective of having more vulnerable Syrian and Lebanese children be enrolled in school, have quality education and be supported by a stronger public service delivery culture. This position will be based in Beirut, Lebanon within the MEHE. The program is expected to commence in January 2018 for a duration of 36 months.  Responsibilities: Draw on international best practices and innovative methods to strengthen use of data for planning, monitoring, decision making and measuring and improving learning at different levels of the education system; Draw upon existing local and international best practices, support the development and roll out of a unified information management system, Work closely with GoL and donor, build capacity for and ensure systematic use of available evidence, promote data-driven decision making at all levels; Provide technical assistance to manage the monitoring of RACE II planning and financing; Undertake key aspects of the planning process such as monitoring and evaluation, and identifying and addressing capacity needs; Work closely with the donor representative, inform the MEHE of best practices and lessons learned from project activities; Ensure the timely and quality completion of technical deliverables; Identify and establish innovative partnerships in support of component objectives as needed; Represent World Learning at meetings, professional events, and conferences as needed throughout the project; Report regularly to World Learning headquarters as needed, providing timely updates of all situational and program developments.   Requirements: A Master’s degree in public policy, education, international development, statistics or a relevant field from an internationally recognized university is required; a PhD is preferred; A minimum of five (5) years of professional experience in the successful implementation of international development programs, including substantial experience in monitoring and evaluation, data collection analysis and management, quantitative and qualitative research; Demonstrated expertise and/or close familiarity with diagnostic, formative and summative assessments, quality assurance mechanisms and systematic reviews; Experience with developing, implementing, roll out of MIS or other similar relevant data management systems; Demonstrated success working on donor-funded programming in technical roles in the Middle East Region, preferably in Lebanon; Experience in overseeing monitoring and evaluation of development programs; Experience working with vulnerable groups in formal and non-formal education settings; Demonstrated ability to cultivate relationships with school staff and management, ministry personnel, and external partners; Excellent communication and diplomatic skills; Proven team leadership capabilities; Fluency in Arabic and English; French language skills are preferred; Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
