Organization and Project Background:
The World Rehabilitation Fund, Inc. (WRF) is an international humanitarian non-profit organization headquartered in New York with a mission “To enable individuals around the world with functional limitations and participation restrictions achieve community and social integration through physical and socio-economic rehabilitation and advocacy and to prevent disability and reduce disadvantage.” In Lebanon, the programs of WRF started in the early 1980s with training and material and technical assistance to concerned national (governmental and non-governmental) organizations, academic institutions, professional groups, and community-based rehabilitation institutions.
WRF/Lebanon will be implementing a Project titled, “Filling Assistance Gaps in Basic Rehabilitation Services for Syrian Refugees with Disabilities and their Peers in Host Communities in Lebanon”.
Position:
WRF is inviting native candidates to apply for the position of “CBR and Capacity Building Coordinator” (CBRC) to take charge of the design, implementation and coordination of the Project’s Community Based Rehabilitation (CBR) programs and capacity building activities, to ensure the provision of quality services to persons with disabilities.
Job Purpose:
The main role of the CBRC in the Project is to design operational plans, supervise the implementation, and oversee the day-to-day operations of the Community Based Rehabilitation programs by: (i) Liaising with community partners; (ii) developing detailed CBR work plans for engaged CBR Programs; (iii) coordinating the delivery of CBR services; (iv) dealing with challenges, problems, and conflicts; and (v) monitoring progress and reporting on progress and challenges.
In addition, the CBRC will: (i) identify community awareness and capacity building needs; (ii) assist in advocacy; and (iii) assist in the execution, monitoring and evaluation of community awareness and training interventions.
Key Tasks:
The CBRC will be responsible for the following:
Assessments and Planning:
• Conducting desk review of available assessments, surveys, and reports on Persons With Disabilities (PWDs) among refugees from Syria and in host communities.
• Developing the community based operational action plans and interventions based on the Project’s objectives, targets, priorities, selection criteria, referral system, and deliverables.
Project Implementation:
• Liaising with community partners.
• Supporting the establishment of the CBR programs at Project partners premises in the targeted regions.
• Assisting in the development of a CBR referral system.
• Supervising the work of CBR workers.
• Identifying potential community support partners for coordination and referral of cases that cannot be served by the project (cases in need of surgical interventions, psychosocial support (PSS), medical supplies, pharmaceuticals, etc.).
• Coordinating with CBR workers on the identification and referral of potential beneficiaries.
• Undertaking regular field visits to coordinate and supervise the delivery of CBR services.
• Maintaining a database for CBR beneficiaries and activities.
• Dealing with problems and conflicts.
• Submitting regular field reports on CBR programs.
• Maintaining professional ethics and respecting the confidentiality of information and data about beneficiaries and their families.
• Carrying out other duties as needed and requested by the Project senior management and as may be appropriate.
• Supporting in advocacy activities centrally and in the field.
Project Monitoring and Evaluation (M&E):
• Assisting the M&E team in monitoring field operations.
• Providing timely and relevant information to M&E team.
• Reporting regularly and as needed on progress and challenges recommending corrective action whenever needed.
