Background
Chemonics seeks a Finance and Operations Director for the anticipated three year DFID Support to Reaching All Children through Education II (RACE II) Formal Education Programme (SR2) in Lebanon. The program aims to support the Government of Lebanon, particularly the Ministry of Education and Higher Education and the Centre for Education Research and Development, in its plans to improve public sector education service delivery and strengthen the formal education system. The overall objective is delivery of formal education to Lebanese and refugee children ages 3 to 18 in Lebanon. Principal Duties and Responsibilities
The Finance and Operations Director will be responsible for all finance, accounting administration, and financial management activities. This is a senior-level position. S/he will work in close consultation with the Chemonics Home Office to oversee local finances and budget, and ensure that the project complies with all field administrative requirements and field financial reporting responsibilities in a timely manner. Draft financial guidelines and policy, prepare cash requests, review and approve expenditures, and review and approve monthly financial reports, supervise and oversee the work of the project accountant in terms of documentation and reporting, and interact with the bank and other officials on an as-needed basis. The Finance and Operations Director will be responsible for all aspects of field operations management, including: travel and logistics, office and residential property maintenance and management, personnel, procurement, motor pool management and project record keeping.
Qualifications
Bachelor’s degree in business, finance or accounting required, Master’s degree preferred
Minimum 8 years international project management experience, including managing field offices and supervising local employees required.
Detailed knowledge of and experience with financing and accounting for international projects required, DFID projects preferred
Detailed knowledge of grants management processes and procedures required, UKG regulations for compliance and oversight preferred
Experience managing staff of locally hired personnel and overseeing field projects
Excellent written and verbal English language skills
