Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. SIF is an apolitical neutral organization whose objective is to provide immediate and long-term support to vulnerable population affected by natural disasters, armed conflicts and other types of crisis.
SIF has been present in Lebanon since 2012, giving assistance to the Syrian refugee populations and the host community affected by the Syrian conflict. This program allowed SIF contributing to the improvement of the well-being of the children and their families
In response to the current crisis in Syria, SIF is expending its humanitarian response and will scale-up its emergency support to Syrian refugees and affected population. The RFP/intaker will be based in in Beirut with regular movement mainly in Chouf. Furthermore, the RFP/intaker will be in contact with other SIF members to harmonize and share tools as well as lessons learnt.
The RFP/intaker is part of the Program team of SIF-Lebanon and will be under the line management of the Protection Project Manager but working in close collaboration with the CP specialist.
MISSION CONTEXT
The SIF project aims at strengthening the identification of vulnerabilities, their assessment and adequate referrals to existing services. The protection team, ensure the identification of most vulnerable beneficiaries in need of support. The identification can be in the child friendly space for recreational activities, during the household visits as well as during the training or other SIF activities. Strong coordination with other actors in the area of intervention is the pillar of this program and the referral mechanism will guarantee the provision of adequate services from others partners. The RFP/intaker provides orientation on the services available and appropriate referral to services providers. In some cases refer the case internally to SIF services; otherwise refer externally to the different services providers in the area of intervention. The RFP in contact with protection team, will refer all cases identified based on the priority internally or externally and will follow up each cases; once the feedback is given from the structure who received the referral, the case will be closed.
Furthermore, as part of a longer term strategy aiming at supporting and reinforcing resilience of local stakeholders, the action includes a strong capacity building & strengthening component targeting SDC and local stakeholders on protection, child protection, referral pathway and mechanism..
MAIN RESPONSABILITIES
Screen the calls of the Hotline SIF number
Proceed with a preliminary screening of calls, as per SIF guidelines, in order to identify potential program beneficiaries and people in need of information only;
Provide recommendation on course of action (information, info share with assessment teams, … ) through existing tools, with support from PM/CPS.
Transfer the potential beneficiaries cases to the relevant person/team for assessment ;
As per requirements, share and review the calls logbook with managers and relevant colleagues weekly.
Establish a good network with the actors in the area of intervention in order to have an efficient referral pathway
Refer relevant cases to appropriate person/NGO for support if not eligible in SIF services;
Follow-up pending cases to ensure feedback and closure of cases within 60 days;
Provide information and support to Syrian children refugees and their families referred from SIF team or from third organizations.
Conduct partner visits and constant mapping of the actors in the area of intervention;
Work directly with the Program Manager and Field team, to develop new leaflets and tools to follow up the calls and the referrals
Awareness raising on the services available in Mount Lebanon (provided by SIF and from others NGO);
Attend weekly or biweekly meetings in Beirut or in the field when requested
Ensure feed back towards your team about referrals and issues potentially raised by beneficiaries or partners in the field;
Ensure a good communication – coordination – information level to your team through regular coordination meetings (or other if needed);
Ensure the proper use and protection of sensitive data;
Any other relevant task requested by line manager.
REPRESENTATION
Represent SIF vis-à-vis with local authorities, for all issues linked to the program in coordination with the PM, CPS and Program Coordinator
Participate actively to program coordination and to relevant meetings on the topic;
REPORTING
Reports directly to the Project Manager and CPS. S/he will submit the following reports at the end of each week:
Centralize all information gathered in the field and consolidate a daily/weekly report (into the proper reporting format) to be delivered to the Project Manager;
The Narrative Report which includes: the number of beneficiaries, actions taken, number of calls, referral conducted, per age group and gender;
Report immediately any complaints of beneficiaries on conduct code of the SIF team
Report potential corruption and PSEA cases directly to relevant Coordinator.

PERSON QUALIFICATIONS
Qualifications, experience and competences
University degree an asset ;
Min 6 months experience in Social Work or humanitarian field;
Basic understanding of humanitarian principles and humanitarian processes.
Experience within another NGO desired;
Excellent command of English and Arabic (speaking and writing), French an asset
Confident and proficient in the use of MS Office, especially Excel and Word
Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in environment with tight deadlines
Experience of proactively identifying and addressing issues, proven problem solving and organizational skills.
