BACKGROUND
The Lebanon Industry Value Chain Development (LIVCD), originally a five year project, has received a sixteen month extension up to January 2019, funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI Global LLC (DAI). The LIVCD project aims to increase the competitiveness of selected value chains, expand the number of Micro and Small and Medium Enterprises that can compete in selected markets, improve linkages between those firms and other actors throughout the value chain, increase the gross value of products and services in local and export markets,: and expand exports.
OBJECTIVES
TheMonitoring, Evaluation, and Learning Manager will design and manage the LIVCD M&E System. The Monitoring, Evaluation, and Learning Manager will supervise the M&E Coordinators.
SPECIFIC TASKS
Manage data collection processes, including supervision of data collection teams where necessary. On an ongoing basis, review data collection processes and refine the M&E system and M&E Plan as needed.
Manage and administer a database to store extension M&E data
Organize and provide additional M&E training to staff as necessary.
Analyze indicator results with frequency indicated by the M&E Plan. Analyze indicator results in the context of the project Work Plan and provide feedback to project management indicating where project activities and interventions are falling short, meeting or exceeding the expected outputs, outcomes and impact. Provide input to strategies to improve project performance.
On a quarterly basis, consolidate and present LIVCD indicator results in the Quarterly Report per the PMP. Produce quarterly M&E Report for submission to USAID, project management, and other relevant stakeholders.
Meet with USAID counterparts and other stakeholders to brief on M&E implementation and results.
Contribute to periodic Data Quality Assessments.
Contribute to other written presentations in MS Word, Excel and/or Power Point formats at the request of the Chief of Party.
QUALIFICATIONS
BA. degree In Business Management or Sociology , with a minimum of five years of relevant international experience in monitoring and evaluation and knowledge management in developing country contexts. Experience managing M&E systems of USAID funding agricultural value chain projects is preferred
Experience managing a team of local staff and excellent personnel management skills; ability to relate to people at all levels of an organization and of different multi-cultural backgrounds.
Demonstrated strong problem solving skills as well as exceptional customer relations; sound business judgment.
Fluency in English and Arabic is required

The Monitoring, Evaluation, and Learning Manager will work under the direction and report to the Chief of Party.
