Deputy Chief Of Party

Background The purpose of the Livelihoods and Inclusive Finance Expansion (LIFE) project in Lebanon is to improve economic opportunities and livelihoods of low income individuals and microenterprises by expanding and strengthening microfinance associations’ and member institutions’ services and enhancing entrepreneurs’ business skills. To this end, LIFE will improve livelihoods, strengthen microfinance activities and advance inclusive finance. LIFE will consolidate the gains made under the Lebanon Investment in Microfinance Program (LIM) and expand inclusive finance to the unbanked and higher-risk, micro business clientele. LIFE will address the supply, demand, and enabling environment aspects of Lebanon’s microfinance industry simultaneously to bring microfinance actors to new levels of scale and sustainability by reaching more clients and vulnerable populations (youth, women, and physically impaired) in conflict areas. Objective The Deputy Chief of Party will have dual roles, assuming responsibility for managerial aspects of LIFE, while also leading and contributing to technical aspects. Responsibilities: Deputy Chief of Party Support COP in ensuring effective technical integration and collaboration across all three components. Conduct work on association capacity development, microfinance, livelihoods and financial inclusion to further implementation of the work plan. Ensure effective use of resources, on-time delivery of staff and partner deliverables, and compliance with USAID regulations. Represent the project professionally in external communications, events and meetings as may be required. Serve as Acting COP when COP is unavailable. Supervise staff members as may be applicable. Reporting The Deputy Chief of Party will report directly to the COP. Minimum Qualifications MA or higher in Finance, Development, Economics, or International Relations. At least five years of experience with successful microfinance and microenterprises’ projects. At least five years of experience on projects with similar magnitude and complexity in developing countries. Experience with USAID or USG-funded international projects highly desirable. Demonstrated expertise in association development, livelihoods, microfinance, capacity building, training, communications, grants management, administration, finance, human resource management, and logistics. Excellent interpersonal and written communication skills. Fluency in Arabic and excellent English skills. This is a local/non-expat position; no expat benefits are associated with this position.
