I. PRESENTATION OF THE ORGANIZATION
Solidarités International is a French humanitarian organization present in Lebanon since March 2013. The mission aim to improve the living conditions of Syrian refugees in northern Lebanon and to reduce the health risks that they are facing in the following regions: Tripoli 5 districts (Minieh-Denniyeh, Zgharta, Batroun, Koura, Becharre), Akkar and Bekaa.
II. MISSION CONTEXT
Humanitarian needs inside Syria and in neighboring countries continue to rise. Given the regional instability, the Lebanese political deadlock and poverty, the population influx has put Lebanon under severe strain.
In order to address the immediate needs of both Syrian refugee and Lebanese host families affected by the Syria crisis, SOLIDARITES INTERNATIONAL (SI) has launched in March 2013 its operations in North Lebanon, in T5 and Akkar.
Responding to the most essential needs of the populations affected by the Syrian crisis, SI intends to improve their living conditions and enhance their livelihood.
Thus, with support from ECHO and UNICEF, SI’s interventions in 2016 in response to the Syrian crisis will be to identify the most vulnerable and referral system through coordination with international partners, local NGOs, municipalities and affected communities. SI will also provide integrated WaSH and Shelter response to the whole population of the informal settlements, small shelter units and collective shelters. SI will provide access to safe water, hygiene materials, appropriate sanitation facilities, improved weatherproofing, and site improvements. SI will also ensure site management of the informal settlements and collective shelters. SI will finally provide livelihood assistance to vulnerable households. To meet the most basic needs, SI will provide support to most vulnerable households through Unconditional Cash Assistance to bridge shortfalls between incomes and expenditures. SI will target the most vulnerable refugees regardless of status, based on standardized vulnerability criteria as defined by the cash working group.
The country coordination is based in Beirut, while 3 operational bases in Lebanon are located in Tripoli, Halba (Akkar) and Zahle (Bekaa).
III. JOB DESCRIPTION
GOAL / PURPOSE:
Enumerators are responsible for attending the training and participate in the field test and in carrying out the interview with selected households. Under the supervision of the Team Lead, the enumerators occupy a central position in the household verification since it is them who collect the information according to their specific role. Therefore, the success of the data collection and the whole data reliability depends on the skills of every enumerator and their ability to conduct the related tasks. The questionnaire will be made available in electronic format and tablets will be provided to this effect. A training will take place a few days before the launch of the activity (exact date to be confirmed) to train enumerators on how to fill out the questionnaire.
ROLES AND RESPONSIBILITIES:
Skills required
• Know the area to survey (Akkar and surrounding districts)
• Possess apparent people skills
• Comfortable in working within a large team
• Comfortable in using Android Tablets and apps
• Possess good command of the Arabic language
• Possess good understanding of the English Language
• Possess good communication skills
List of principal activities:
• Identifies the eligible people in the household and conduct the questionnaires.
• Verifies systematically if all questions have been asked and that the recorded answers are clear and legible.
• Returns, if necessary, to the Household for complement of information or measures.
• Adherence to working hours
• Employs a gender sensitive approach
• Respect and abide by humanitarian principles
• Commitment to the task at hand
• Takes care of the assessment equipment.
• Follows security measures.
• If needed, call HH for appointments and manage visits a day before ( time and detailed location )
• Coordinate with drivers regarding locations visits
• Complete an 8 hrs work per day
• Complete a minimum number of household’s visits per day
• Submit completed tasks and daily report to the team supervisor and discuss developments daily
Reporting / communication
• Under the supervision of the MEAL Supervisor, effects quick or in-depth field evaluations
• Collects and transmits to the MEAL supervisor any information that can aid in data analysis
• Reports to MEAL Supervisor on the evolution of activities and specific tasks entrusted to him/her, problems met, and the quality of relations with beneficiaries
• Bring to light any difficulty linked to his or her activities
• Collaborates with the administration and the local authorities if needed
• Record and refer vulnerable cases requiring assistance based on instructions
