Admin/logistics Officer

CESVI IN LEBANON Cesvi has been working in Lebanon since 2001 in different areas: North Lebanon (Tripoli, Halba); South Lebanon (Sidon); Mount Lebanon (Chouf); Nabatîyé (Nabatîyé); Beqaa (Zahlé); Beirut (Beirut). All the Cesvi projects – funded by institutional donors and private foundations – in the livelihood sector, food security and emergency assistance have a crosscutting component in protection. Since 2013 Cesvi has been responding to the spill over of the Syrian Crisis in Lebanon with emergency interventions in favour of vulnerable refugee families through the provision of food and non-food items. In 2014/2015 Cesvi has implemented an emergency project in Chouf Governorate which improved livelihood conditions of Syrian refugees and hosting communities in economic difficulties, through the promotion of Cash for Work activities able to increase their temporary income and to promote the social cohesion in the target zone. Currently Cesvi is working in livelihood and protection sectors in Mount Lebanon and South Lebanon adopting an holistic approach that responds to the beneficiaries different needs through CfW activities, psycho-social services and vocational trainings.   PROJECT "Addressing Root Causes of Conflict in Lebanon: Social Protection and Economic Inclusion Programme for Vulnerable Populations" Donor: Dutch Government – Addressing Root Causes FUND The project aims at creating income-generating and livelihood opportunities in a conflict sensitive manner, leading to more jobs, income and resilient communities, adopting a threefold approach: - building the Capacity of Ministry of Social Affair (MoSA) supported Social Development Centres (SDCs) to function as community based organization for providing livelihood support to the most vulnerable populations; - supporting vulnerable individuals to access employment opportunities through technical/soft-skills building, apprenticeships and job matching services; - supporting the private sector in expanding and creating new employment and self-employment opportunities (Business Development Services, grants, access to other financing instruments).    JOB DESCRIPTION The Admin-Logistics Officer will work under the supervision of Cesvi Head of Mission (HoM) and will be responsible for the preparation, planning and implementation of all administration and logistical aspects of the programs in close coordination with the staff. S/he will work in close collaboration with the Project Staff (both local and international). S/he will support the Project Manager in purchase and procurement procedures. S/he will be responsible for ensuring the effective and efficient operation of the office Duties/responsibilities: Main tasks: - Supporting in finalizing the registration process of Cesvi in Lebanon and conduct all necessary tasks to support the setup of Cesvi operation - Input accounting data into the accounting system with speed and accuracy - Perform financial calculations to support financial transactions - Identify and resolve errors and discrepancies in accounting spreadsheets - Collect and record cheque payments and/or cash as received - Manage petty cash and related files - Under written approval of Cesvi management, to provide funds from the petty cash for supplies, services and any needed logistic arrangements to conduct the activities - Provide support for procurement procedures and local taxation issues - Prepare financial documentation and fulfill forms, documents, etc. related to accounting - Cooperate with Cesvi management in managing financial activities, following Cesvi and donor regulations and procedures - Keep relations with suppliers and contractors - Assist with translation of documents from Arabic to English and vice versa - Manage the functioning of the office: rent, bills, equipment, stationery and other related running costs - Conduct field visits, if needed, in order to accomplish to the above mentioned task Required Competencies: - Degree in Business, Administration, Logistics or relevant field of study, or equivalent experience - At least 2 years' post qualification experience in a finance/accounting and logistic role in the NGO sector - Proven experience in carrying out procurement procedures - Strong budgeting and financial management skills - Accountancy skills and ability to prepare financial reports - Very flexible and with a positive attitude - Good team player and proactive attitude in problem solving - Computer literacy, particularly in Microsoft Office programmes such as Word, Excel as well accounting packages & other database competencies - Good knowledge of local tax laws - Possession of valid driver's license
