Evaluation Intern - Local Position.

Background ARK Group DMCC is a stabilisation, development and conflict transformation consultancy that provides research-informed analysis and policy recommendations, as well as evidence-based interventions, in conflict-affected areas from the Palestinian camps of Lebanon and Yemen to Iraq and Syria on behalf of public and private sector clients. Working with and through local communities, we seek to understand and then mitigate the negative effects of conflict and instability to enhance community safety and promote human security, development, and economic opportunity. From 2010 to 2016, ARK implemented the HMG Conflict Pool-funded Palestinian Capacity Building (PALCAP) programme in partnership with Palestinian communities across the 12 Palestinian refugee camps in Lebanon. ARK is now conducting an internal evaluation to identify the programme’s impacts at the individual, community and societal levels and the organisation and programme’s key strengths and areas for development that can feed into the delivery of ongoing and future youth and refugee programming. About the Programme being Evaluated The programme’s central objective was to support Palestinian refugees in Lebanon inclusion in local decision-making processes on issues related to governance, service delivery, and security. The programme developed organically, iteratively refining its model. In each location, the project implemented a set of core activities, including stakeholder engagement, skills development with youth groups, and service implementation interventions with good governance practice. ARK is seeking an intern to support delivery of this internal evaluation by collecting and analysing primary data, with support from ARK’s Design, Monitoring and Evaluation (DME) team. This internship presents an excellent opportunity to work with an experienced team of monitoring and evaluation professionals to strengthen data collection and analysis skills, as well as gain exposure to evaluation design and organisational learning processes. The internship is four months in duration, from July to October 2017 and is based in Beirut, Lebanon with travel to the Palestinian camps in Lebanon as ground conditions allow. Tasks & Responsibilities • Support senior DME staff in designing the evaluation and re-assessing priorities following desk review.• Gather and catalogue existing written documentation.• Review project documentation (proposals, quarterly reports, final reports, contracts/grant agreements with HMG) and produce summaries, including a database of relevant baseline metrics and mapping of activities by location/beneficiaries.• Draft a timeline of project implementation, including key programmatic assumptions and major contextual changes. • Assess extent to which baselines can be set for each indicator, drawing on quant studies and content.• Design data collection tools based on indicators/lines of inquiry.• Test data collection tools.• Conduct focus group discussions and administer surveys to past beneficiaries, working with ARK DME team.• Conduct preliminary analysis of focus group discussions and survey findings, support DME staff in analysing key informant interviews.• Visit project sites with ARK DME Manager.• Synthesise and draft findings and support DME team in disseminating results. Experience Required • Degree in political science, sociology, social work, anthropology, psychology, or relevant social-science field. • Strong analytical skills with the ability to collect, organize, analyse, and disseminate significant amounts of information with attention to detail and accuracy. • Strong commitment to values of data-based decision making, transparency, methodological rigor and programme learning, as well as a commitment to the conduct of ethical research with human subjects.• Fluency in Arabic and English.• Self-motivated, with a willingness to explore and discover new tools and methods for the collection and analysis of data. • Fluency in Arabic and English is a must • Familiarity with and strong knowledge of the Palestinian camps is essential   To Apply Please submit your CV (no more than 3 pages) and a cover letter (one page) to HR@arkgroupdmcc.com stating ‘ARK Lebanon – Evaluation Intern’ in the subject line.
