The Technical Coordinator (River Health) is in charge of conducting assessments, preparing designs and supervision of the implementation of the river rehabilitation works. The Technical Coordinator will ensure the quality of the works and that the targets set by the Program Manager are met according to the set timeframe.

Background
The municipalities living on the banks of the Al Ostuan River in Akkar consider improving the health of the river the number one priority for their communities as it directly impacts the health and wellbeing of their communities, local agriculture and the tourism sector. ACTED has extensive experience working in this river basin and has two on-going water supply and solid waste management programs within the Al Oustauan river basin. Currently the river suffers from many issues due to its mismanagement, including: 1) municipal garbage in the river and along the river banks impacting water quality, aesthetics and flow management, 2) bank de-stabilistaion that has occurred over numerous reaches of the river due to a number of issues including: construction works close to the river banks, clearing of native vegetation and dumping of sewage, ultimately impacting upstream assets, water quality, flora and fauna biodiversity and increasing downstream sediment supply and deposition and 3) dumping of municipal wastewater directly in the river.
Within this six month project period, ACTED will address the first and second main issues impacting the Al Oustuan River in the two municipalities at the head of the river: Akkar Atika and Qoubayat. Considerations for sustainability and quality are at the core of this program and ACTED is working closely with the municipalities and landowners with property adjacent to the river in both locations and the concerns of the municipality and the landowners will be considered during the assessment; however the designs will be based on river health indicators (classification of likelihood and impact of erosion, mapping of riparian zones and surrounding land use changes).
Functions
To ensure the adequate implementation of river rehabilitation works in the target areas as per project objectives. Duties and responsibilities include:
Conducting a detailed study of the river in both areas to inform River Health Roadmaps for each municipality, including: estimation of soil loss, classification of erodability, classification of riperian flora (endemic or invasive) and mapping of riperian zones and surrounding land use changes in coordination with experts from the Lebanese University
Prioritization of works to be implemented during the project period based on: coordination with municipality, site access, project budget allowances and time frame
Detailed designs of both hard and soft bank stabilization and preparation of bills of quantities
Review of project plans and technical documents prior to implementation to ensure feasibility and accuracy of inputs required (in terms of quality and quantity);
Support to ACTED’s Logistics team in timely procurement of needed materials, contribute to the preparation of tender documents and evaluation of technical criteria in tender bids;
Daily supervision of construction site, complete daily report on construction progress, quantities delivered to the site, site conditions, photo documentation, in coordination with the Senior Engineer, Site Supervisor and Project Coordinator
Prepare daily/weekly report on construction progress and any challenges/delays in workplan;
Liaison with local and all local/national government representatives to ensure commitments are received in parallel to ongoing projects to allow for timely completion and to address any issues raised regarding works;
Preparation of final Roadmap for the entire section of the river in both areas and submission to the municipalities
Preparation for donor visits;
Qualifications
Educational background in civil and/or environmental engineering with a focus on river catchments (required)
Demonstrate over five years’ experience working on similar projects (required)
Strong communication, inter-personal skills, and diplomacy;
Strong organizational skills and attention to detail;
Ability to draft detailed and accurate reports in a timely manner;
Highly motivated and with a desire to work with local communities;
Ability to work with culturally diverse groups of people;
Spoken Arabic is required. Spoken and written English is strongly preferred. Spoken French is an asset.
Working knowledge of computers using MS Word and Excel among other packages.
