GENERAL RESPONSIBILITIES
The Deputy Program Manager will be responsible of the implementation of ACF WaSH activities in South Lebanon. The Deputy will be tasked to ensure that WaSH activities are implemented and monitored in accordance to the program work-plan and logical frameworks and will be supporting the design of new proposals.
In coordination and under the supervision of the ACF South Head of Base and with the technical support S/he is responsible will be in charge of all technical activities related to construction and will ensure the efficient and smooth implementation of the WASH projects in ACF targeted areas.
Supervise the all WASH related construction activities at field level.
Supervisions of skilled and unskilled labor and ensure work as per international working hours and timely labor payments.
General support of ACF objective and initiative

DETAILED RESPONSIBILITIES AND TASKS
Objective 1: Programming
Carry out ( participate) in technical assessments at field level
Help and supervise plan construction related activities in the assigned sites
Implement and monitor day to day activities in collaboration with the skilled and unskilled labor
Prepare regular report on the progress of construction for the assigned sites
Ensure quality and quantity of material at field according to way bills
Ensure work complete as per wok plan and schedules
Resolve the conflicts on construction site
Issue and sign the work done certificates as per ACF design
Ensure the quality of construction work
Hand over the WASH infrastructure to local municipalities
Monitor the contractors work including the work plans and quality of work if needed
Ensure safety procedures and rules are respected in the field by all workers
Respect ACF with different community stakeholders at field level
Maintain good communication with beneficiaries and partner organizations on the field
Objective 2: To promote the comprehension and support the implementation of WaSH interventions in South Lebanon
Collect and evaluate information on WaSH of the targeted populations in South Lebanon and identify their needs
Identify WaSH support needs of the refugee population and propose intervention opportunities in line with ACF country strategy to the PM
Identify the WaSH support needs of the vulnerable local population and propose how to meet these needs in line with ACF country strategy to the PM
Under the guidance of the PM, actively coordinate with other agencies implementing WaSH interventions in South Lebanon

Represent ACF in regional working group meetings in coordination with the PM and the WaSH Coordinator
Represent ACF in national working group meetings in coordination with the PM and the WaSH Coordinator
Deliver a short report (1-2 pages) reflecting the WaSH situation with an emphasis on WaSH in the targeted area with proposed solutions every quarter (every 3 months)
Support the identification and design of WaSH proposals in South
Objective 3: Finance and Administration
Organize day- to-day logistic, administration and personal activities
Manage all related program equipment and materials in close consultation with the logistic / procurement officer. Maintain and ensure proper project asset register
Contribute to the supervision and control of expenses related with the activities of the project
Ensure the application of the Log –Kit forums and procedures pertaining to the supply chain, procurement, transport / movement
Supervise specific project (s) budget forecast & follow up
Participate in the design of new budget
Objective 4 : Reporting
Report the progress of the work to his /Her inline supervisor and material used
Report possible problem or conflict during the activities Report weekly activities and transportation needs
Contribute to Projects and beneficiaries data collection and reporting
Regular reporting to WaSH Program Manager, WaSH Coordinator and Head of base
Objective 5 : Security
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
Communicate to the security managers of the working location any security related information or non-compliance with the security plan
Objective 6 : Support to Action Against Hunger humanitarian goals
Support emergency interventions, as per the employee's capacities
Support any activity that helps achieving Action Against Hunger humanitarian goals, as per the employee's capacities
REQUIRED SKILLS, AND ABILITIES
Required Competences : Dynamic, good team player, result-oriented and professional humanitarian aid worker with experience of WaSH interventions, preferably waste management interventions. A problem solver, with a flexible mindset and the ability to deal with practical WaSH emergency solutions and to think strategically.
Key requirements include : Excellent knowledge of water supply & Construction or other certification in WaSH infrastructure and experience/ Demonstrated skills and knowledge in participatroy approaches, analytical and gender / Technical knowledge in implementing WaSH emergency interventions / Significant experience in working with local partners, government bodies, INGOs and donor agencies / Excellent knowledge of the project cycle management / Strong staff management and leadership skills / Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to donors and headquarters
At least 5 years experience in designing and implementing waste and/or wash management project in development and/or humanitarian project in the NGO/INGO sector.
Fluent in Arabic and English
Computer skills : Microsoft Office, especially Excel and Powerpoint
