Rapid Response Manager - Partnership Program

Responsibilities & Tasks   Program Cycle Management (55%) Manage rapid response components of CARE projects and sub-grants to multiple implementing partners responsible for implementing multi-sectoral emergency response activities Ensure CARE and partners' project implementation is on time, scope and budget and is using effective MEAL systems to reach desired impacts Oversee the preparation of donor updates and reports as needed In cooperation with MEAL team, ensure adequate monitoring, reporting and acquittal of activities in line with partnership program policies, CARE and donor guidelines and procedures Ensure that gender and protection-sensitive approaches are mainstreamed into partner projects in accordance to CARE gender guidance Manage technical consultants brought on to support program implementation Contribute to development of new programs and to preparation of proposals and budgets Identify strategic areas for pilot programming People Management (10%) Supervise the Partnership Officer and part take in recruitment of additional program staff if needed Conduct annual performance appraisal as per the organizations policies and procedure of direct supervisees Lead on identification, training and continuous support/capacity-building of team and local implementing partners (30%) Provide relevant technical support and guidance to partners as necessary. Revise, adapt and input into training materials as appropriate for the changing contexts. Support CARE partnership officer to prepare trainings and develop mentoring approaches that are most suitable for each partner Ensure links are created between partner projects and CARE technical teams (e.g. gender/protection, program support units) as appropriate to build technical capacity of partners Coordination, Information Sharing and Representation (5%) Represent CARE in relevant coordination forums and groups (UN agencies/INGOs). Prepare inputs to 4Ws documents and other information collections tools (internal and external) as needed Build a relation with CARE office in the region to share information, harmonize approaches and create synergies   Experience: Minimum 3 years of experience managing humanitarian/development programs in positions of increasing responsibility Experience working with and through partner organizations; demonstrated skills in partnership building Proven history of integrating gender/age/disability considerations into programmes Successful background in budget management, staff management, donor relations and reporting Experience in remote management Experience and knowledge of Water, Sanitation, Hygiene promotion, humanitarian response is an asset Good knowledge of regional context and flexibility to adapt to changing and difficult work environments Expert understanding of NGO compliance requirements and regulations   Competencies Strong knowledge of project cycle management and relevant tools, processes and systems, certification on project management desired Politically and culturally sensitive with qualities of patience, tact and diplomacy Strong communication skills, particularly for networking, coordination and communication with diverse groups of people Innovative approach to problem-solving, ability to “think outside the box” Demonstrated ability to mentor, both in a one-on-one and in a group setting Strong written communication skills, experience with reporting and proposal-writing IT / Software / Technical Skills: Proficiency with MS Office (Word, Excel, Outlook)
