School Construction Projects Manager

  Is responsible for the entire project cycle management of the Lebanon Field School Construction projects including internal and external coordination, advocacy, information management, operational and financial oversight;   Liaises with United Nations Agencies, beneficiaries, NGOs, the Palestinian factions, donors and government interlocutors to ensure that UNRWA meets all the coordination, oversight and accountability requirements for the implementation of construction activities in Lebanon; provides progress reports to the interlocutors as required; Coordinates within Lebanon Field Office leadership to ensure synergy of the construction effort and to correctly prioritize projects to meet the needs of the programmes; builds synergies between core programmes and the implementation of the construction and other projects; coordinates with HQ as required; coordinates closely with the Departments of Infrastructure and Camp Improvement, Education, Area Offices, Logistics, Legal, Finance, Donor Relations and Projects Office, and Procurement; In coordination with Education department and relevant Area Offices, ensures appropriate community participation and inclusion of community, teachers and parents feedback is integrated in the design process, construction, educational scenarios proposed or other processes; Works in house and with partners to improve access to Lebanon for construction materials and  improve the Agency’s ability to deliver reconstruction to refugees in a timely and principled manner, including generating information, analysis and reports for advocacy, fundraising or operational purposes; Alerts management and external stakeholders about gaps, bottlenecks and risks relating to reconstruction projects and related access issues; formulates recommendations to improve access for construction materials and improved business processes regarding coordination for reconstruction related accountability requirements;  Develops and oversees consolidation of reports that track the wide variety of information required for various internal and external interlocutors including, maps, land tracker, school needs tracker, programme of works, schedule of entry, cumulative entry reports, and the main construction tracker; Provides strategic advice to the Director on projects related matters as well as cross cutting issues; As required, supervises the design and implementation of ad hoc projects carried out at the Field Level; Performs such other functions as may be assigned.
