Job Purpose:
The Engineer/Project Manager will be responsible for the management of the project’s team (3 persons) and for the supervision of the rehabilitation of 1 school.
He/she will also contribute to assist the organization in the implementation of WASH activities in the area, supporting the international WASH Manager and his/her assistant (WaSH officer) with his/her technical contribution for the planning and coordination of construction and rehabilitation works under the water and sanitation objectives of the other projects funded in the same area of intervention, in accordance to the allocated resources and timeframe.
Generic Duties:
Plan and supervise the rehabilitation of 1 school in Hasbaya, South Lebanon, in accordance to the allocated resources and timeframe of the AICS funded project;
Recruit and manage the project’s team (3 persons), plan and monitor the implementation of the education activities on the field in collaboration with the project’s team;
Provide internal and external activities report in accordance to the timeframe fixed at the beginning of the project;
Provide the coordination with the NGO lead of the project (ICU) and with the other stakeholders in the area of intervention (NGO, authorities, municipalities, civil society, local organizations and beneficiaries);
Assist the international WaSH Manager in designing, following up and supervising the technical WASH field activities, namely construction and rehabilitation works, in the area of intervention;
Under the supervision of the international WaSH Manager and with support of the Liaison Officer, liaise and coordinate the technical WaSH activities related to construction and rehabilitation works in the field with the local authorities, the water bureau, the community representatives and other agencies and stakeholders engaged in the WASH sector across the area of intervention.
Accomplish any other task not here listed but assigned by the WaSH Manager or the Programme Coordinator if necessary to the project’s achievement.
Specific Duties:
HR management:
Plan, coordinate and supervise the daily work of the project team according to the work plan of the project and the agreed priorities.
Assess the performance of the technical team, identify training and capacity building needs of the technical team in close link with the WaSH manager and the Programme Coordinator.
Manage the team as team leader during their operations in the field.
Develop a certain degree of autonomy in managing the technical field team and issues related to the daily implementation of the activities
Implementation and Monitoring & Evaluation:
Ensure the proper implementation of all activities related to construction and rehabilitation works that is timely and in coherence with the project work plan, resourceful and in compliance with AICS & INTERSOS standards/protocols and national working group guidelines as well as with signed supplier contracts and agreements (e.g. technical construction specifications, BoQs, technical drawings)
Under the supervision of the international WaSH Manager supervise the WaSH operations in the field through field visits and provide needed technical support to the team.
Under the supervision of the international WASH Manager, provide support in negotiating, supervising and coordinating with contractors and/or suppliers of the WASH and education works and items.
Provide input to develop activities’ monitoring & evaluation tools.
Collect, analyse and interpret all technical data concerning the WASH and education activities to support the project.
Ensure together with the technical field team the proper monitoring and evaluation of all construction and rehabilitation works executed by the contracted service providers and provide regular feedback to the WaSH Manager and Programme Coordinator.
Provide technical guidance and expertise to the contracted service provider in charge of the works.
Inform the WaSH Manager or the Programme Coordinator about any potential technical modification occurring during the work implementation and require its formal approval by the same.
Provide upon request by the WaSH Manager and/or Programme Coordinator to the implementation of the others project activities
Technical advice & input:
Provide together with the technical team, technical input to prepare or adapt technical drawings and designs of civil and hydraulic works according to the instructions of the international WASH Manager
Prepare and/or revise bill of quantities (BoQ), technical drawings and work plans related to the construction and rehabilitation works to be undertaken within the project implementation period.
Provide technical input to the international WASH Manager to prepare or revise the technical documentation in every necessary tender dossier.
Project development and strategy:
Contribute to identify in the field uncovered needs and gaps through regular need assessments in order to prepare new interventions in Education or WaSH sectors.
Provide technical assistance to the WaSH Manager in developing the current project with regard to its approach and strategy.
Provide technical assistance to the WaSH Manager and Programme Coordinator in drawing new concept notes and/or project proposals.
Reporting:
Write monthly and ad hoc reports about project’s activities and share them with the Programme coordinator
Keep track record of the progress of the implementation of construction and rehabilitation activities in the field and share the documents with the supervisor.
Report to and discuss with the international WASH Manager any technical issues of the field activities which may have a direct impact on the general implementation of the project or of the organization’s activities in the area.
Coordination:
Participate in sectorial coordination meetings at local and national level when requested.
Assist - with inputs deriving from the experience developed in present and past projects - the international WASH Manager in the decision-making related to the daily implementation of the WASH project components in the field.
Keep herself/himself as well as the technical team up-to-date on sector working groups’ and local authorities’ news, reports, recommendations, requirements, etc.
Quickly react to changes - of any kind - in the field and its context in which the project activities are being implemented, inform immediately the senior management about them and contribute to finding proper adjustments
Coordinate with other WaSH and Education actors and stakeholders in the field.
Competencies: (Knowledge, Skills & Abilities)
Professional Competencies:
- Minimum 2 years of Project Manager related work experience
- 5 years of engineer related work experience (civil engineering works in constructions or hydraulics is equivalent)
- Excellent Computer literacy (Excel, AutoCAD)
- Knowledge in GIS and ODK system is an asset
- Excellent Reporting skills
