he complex pattern of displacement of refugees in Lebanon generated several challenges in providing adequate information on available services and assistance to the PoC.
Of the over 1million Syrian refugees registered with UNHCR in Lebanon the large majority residing in non-camp settings around more than 1,700 villages, making outreach and mass communication an on-going challenge. At the same time, the increasingly difficult environment in which refugees are living, coupled with a decrease in assistance, is increasing vulnerabilities and pushing people into poverty. As a result, there are increased reports of worst forms of child labor, early marriages and exploitation.
In addition, the constant moving of the refugees from one area to another and the high cost of telecommunication which makes the refugees change their mobile numbers often creates difficulties for the humanitarian actors to do a proper follow up with the families and to deliver the right information on time. Information provided to refugees is in need of constant changing, updating and dissemination.
UNHCR is developing an effective and reliable system to communicate with refugees and to share information. In addition, UNHCR needs to ensure timely, efficient, and effective communication and dissemination of information to partners, donors, government, and other humanitarian stakeholders. This system is varied yet reliant on strong community-based structures.
