PROGRAM/DEPARTMENT SUMMARY: Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. Working in Lebanon since 1993, Mercy Corps has been running community development programs focused on promoting economic development and increased opportunity for disadvantaged communities, while responding to emergencies as they have emerged. Recently, the program portfolio has expanded in response to the massive refugee influx from Syria. The conflict that began more than five years ago in Syria has resulted in a steady increase in Syrian and Palestinian refugees to Lebanon, Jordan, Iraq and Turkey.  As part of the Syria refugee crisis in Lebanon, Mercy Corps is responding by addressing urgent basic needs like non-food items, water and sanitation, and protection. At the same time, there is greater programmatic focus on mitigating existing tensions between host and refugee communities, by addressing both livelihood opportunities and conflict mitigation capacity.  Mercy Corps aims to provide a community-level framework for engaging the most vulnerable municipalities in Lebanon, helping them identify both short term emergency and longer-term responses to their communities’ needs. At the same time, Mercy Corps seeks to foster greater local decision-making to promote participatory approaches to local development and strengthen social capital between groups, ultimately building greater community resilience. In December 2016, Mercy Corps initiated the “Reinforcing and Empowering Communities to Overcome the Effects of the Syrian Refugee Crisis” (RECOVER) in Bekaa mainly in Baalbek-Hermel Governorate and Bekaa Governorate (West, Bekaa, Zahle and Rachaya districts), targeting in particular nine vulnerable municipalities (Rayak/Haret Fakhani, Kfarzabad/Ain Kfarzabad, Qab Elias, Joub Jannine, Qaroun, Ksarnaba, Douris, and Fakiha). The overall objective of this program is to empower vulnerable municipalities and communities to mitigate conflict caused by resource tensions exacerbated by the Syrian crisis. In this regard, Mercy Corps works closely with municipalities to mobilize and enrich community members with skills that can help them identify sources of common tensions and create action plans that will mitigate those tensions.
