PRESENTATION OF HANDICAP INTERNATIONAL Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.   For more details on the association: http://www.handicap-international.org   Handicap International is composed of 2 operational divisions: Humanitarian Action Division Development Division   MISSION CONTEXT   The Emergency Response Division in Lebanon was created in April 2012.  Support to the health structure is provided directly by Handicap International’s Technical Advisor, 4 physiotherapists and 4 Social Workers, who work in multidisciplinary teams to identify persons with injuries and persons with disabilities to assess their needs, provide Physical and Functional Therapy, refer beneficiaries to other providers. The teams work in three ways—providing services in beneficiaries’ homes, providing services from temporary locations such as community centers, and working through partner organizations who also provide Physical Therapy. In addition, complementary psychosocial support services are available to our beneficiaries.   Handicap International recognizes that persons with injuries and persons with disabilities are often blocked from access to basic services that are available to the general population by factors that exist in the environment. For example, a person with an injury who cannot reach a health facility may be much more disabled by the lack of access to a health facility than by the original injury. Another example: a person who has difficulty walking may be blocked from using the sanitation facilities in a camp. The mobility difficulty may not ever be “fixed” but the physical barrier to a sanitation facility can and should be unblocked. Identifying specific barriers that make the effects of an injury or a disability worse, removing the barrier, and working to make the barrier identification and removal process part of other organizations’ normal procedures—these are the objectives of the HI Lebanon mission’s Inclusion programming. GLOBAL OBJECTIVE OF THE POSITION   Under the technical supervision of the Technical Unit Coordinator, the MEAL TA is responsible for cross-cutting programmatic monitoring, evaluation, accountability and learning matters and ensuring that information collected is incorporated into consistently high quality grant proposals and reports. ACCOUNTABILITIES Line manager: TUC Line manager+1: Operations Coordinator Direct technical Advice: MEAL Managers and officers In direct cooperation with: Program management team (Base coordinator, PM) and IM Coordinator   RESPONSIBILITIES   Objective 1: Implementing the Assessment, Monitoring and Evaluation plan per project and providing grant proposals and reports with accurate and qualitative data •In collaboration with the Operations team prepare results frame works, performance monitoring and evaluation plans for new projects and/or grant proposals, including the harmonization/standardization of indicators, data collection methodologies, time lines, measurement tools, analysis and reporting protocols, products and expected delivery; •Implement  monitoring and evaluation procedures; •Oversee and support indicators monitoring processes by: •Sampling, collecting and analyzing data, •Guaranteeing quality and accuracy of data, •Reviewing assessment and outcome/impact evaluation reports. •Compile and contribute grant proposals and donors’ reports writing and reviewing as needed for all information related to Assessment, Monitoring and Evaluation in order to ensure that proposals, reports and any other project documents capture progress, effectiveness, and impact of activities; ensure that results of report reviews are constructively fed back to project teams; •Focal point for data analysis and any other document capture progress, etc; •Support operation teams and partners in routine needs assessments and baselines; •Oversee the quality and processing of data collection, data entry and data analysis by following up the day-to-day workings of the Base MEAL Managers in close collaboration with IM Coordinator   Objective 2: Supporting the development and implementation of the Information Management System •In collaboration with the Information Management Coordinator, ensure the quality and efficiency of data management; •In collaboration with the operations, MEAL and IM teams, implement the monitoring system, including overall design, instrumentation, data collection/aggregation and analysis; •In collaboration with the operations, MEAL and IM teams implement and monitor tracking tools to ensure that project data is current and accurate following grants requirements (indicators); •In collaboration with the IM Coordinator, identifying weaknesses, gaps and opportunities for improvement of the developed Data Management Systems; •In collaboration with the IM Coordinator, developing/implementing internal database, or adding project data to existing online knowledge management systems, in order to fully house and capture project history, successes, results and/or challenges.   Objective 3: Leading the writing process of new grant proposals and project reports, including indicators follow up •In coordination with the Operations Coordinator, follow-up proposal/reporting priorities according to the grants’ timeline Follow up; •Leading any proposal, reporting and/or evaluations exercises by distributing tasks, compiling and editing, including data analysis; •Initiating (field level) and participating in grant proposal and reporting kickoff meetings according to the grants’ timeline follow up; •Ensure the development of strong needs and impact analysis processes, including needs assessments, risks analysis, relevant SMART outcomes indicators and adequate sources of verification, and impact evaluation reports. •Compile and follow up indicators tracking at mission level on monthly basis and in coordination with implementations teams, by gathering the data reported from the bases; •Coordinate monthly indicators follow up meetings at base and mission level; Objective 4: Technically Advice and build on the capacity of MEAL staff at the base level •Follow up and technically supervise the work of the members of the MEAL Department; •Develop training materials, organize workshops and associated activities for the capacity building of MEAL staff; •Develop comprehensive MEAL guidelines; •Undertake regular field visits to support the MEAL teams in the implementation of their activities.   Objective 5: Accountability and Learning •To develop a beneficiary complaint mechanism protocol, building on the existing processes and through introduction of new SOPs; •To organize its presentation to the teams, and ensure its implementation; •Routine capitalization of the lessons learned and ensuring that these are fed into the program and strategy development.   Objective 6: Coordination and representation •Ensure a good communication/coordination with program and support departments; •Participate in external coordination meetings as required    Objective 7: To demonstrate an ethic and professional practice •Respect beneficiary confidentiality; •Respect and promote HI’s Policies and report to your line manager any no respect of HI’s policies amongst the teams or partners; •Address needs and requests in a professional way; •Report any incident or act that causes any harm to beneficiary or to others; •Always interact with children with the presence of their parents or caregivers; •Always respect a refusal of treatment.   Objective 8: Demonstrate willingness to improve professional competences and abilities to increase care quality •Demonstrate motivation at work; •Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions, capacity building activities…; •Participate in the different activities that are common to all team members; •Respect each team member’s positions, work, and specialty; •Adapt to special situations or demands from supervisor (reporting, etc.).   Computer skills: •Excellent knowledge of the MS office software (including Word, Excel, Power Point, Outlook) •(Desirable) Competence in using data analysis software (Sphinx, STATA, SPSS…)   Personal qualities & soft skills: •Strong interpersonal and intercultural skills; Team management; Good knowledge of humanitarian actors and donors; Ability to work under high pressure with a great level of personal organization   Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.
