Background
The Lebanon Industry Value Chain Development (LIVCD) is a five year program funded by the United States Agency for International Development (USAID) and implemented under the leadership of Development Alternatives, Inc. (DAI). The Principal goal of the LIVCD Project is to enhance economic opportunities in Lebanese rural areas through improving the competitiveness of selected value chains, including processed foods, grapes, olive oil, pome fruits – apples and pears, stone fruits – avocados and cherries, a basket of rural products such as honey, pine fruits, aromatic herbs, and rural tourism.
General Objective
The Civil Engineer will be required to manage the infrastructure activity planning, implementation, and monitoring as it relates to construction activities to be supported through USAID funding. This may include review of the procurement of goods and services related to construction, implementation of project works in compliance with USAID’s regulations, and strict quality control and adherence to environmental, health, and safety standards. LIVCD construction activities may apply to but not limited to wooden booths, fabrication of wooden chairs, tables and tents, wooden bridge, small scale facilities, and a range of other activities within the LIVCD value chains.
Specific Responsibilities
Manage and oversee from inspection to handover construction activities
Coordinate with LIVCD value chain leaders and senior management to investigate and ensure compliance with administrative process for consultancy and construction contracts.
Effectively document and communicate construction projects progress, risk, and status to team members and stakeholders in a timely and clear fashion.
Ensure all projects comply with rules and regulations applicable to LIVCD under the USAID contract.
Produce project documentation that adheres to USAID’s and local standards following a strict quality control environment.
Conduct other responsibilities as may be called by LIVCD COP
Qualifications
Extensive years of experience in civil or construction engineering fields.
Bachelor’s degree in civil engineering, construction engineering, or equivalent qualification.
Familiarity with USAID rules and regulations (and /or United States Government funded project)
Strong management and teamwork, and interpersonal skills.
Demonstrated project management experience, including an international development context.
Demonstrated communications and presentation skills.
Fluency in written and spoken Arabic and English is required.
