Background and Context: Welfare Association (Taawon) – Lebanon is an independent non-profit organization established in 1983 by a group of Palestinian business and intellectual figures to provide development and humanitarian assistance to Palestinians in the West Bank (including Jerusalem), the Gaza Strip, 1948 Areas, and the Palestinian communities in Lebanon.  Welfare Association (Taawon) – Lebanon works in close collaboration with local partners’ active in the Palestinian communities on four sectors: Education, Community Development (including health, disability and micro loans), Culture and Relief and Emergency Assistance.   Welfare Association (Taawon) – Lebanon has been implementing since 2005 a holistic and multidimensional early childhood education program that seeks to enhance the quality of ECED in the Palestinian camps in Lebanon.  It works by supporting grass root ECED providers through training of their KG teachers, enhancement of physical structure of KGs, supply of educational resources and support in networking with parents. With funding from UNICEF Welfare Association (Taawon) – Lebanon is implementing an “Early Childhood Education Project” which includes a rehabilitation component. The rehabilitation activity target 15 KGs in the Palestinian refugee camp all over Lebanon and one playground; with the aim to help improve the children environment, creating safe friendly spaces for children. The rehabilitation intervention is planned over a period of 6 months. Scope of Work: The consultant will undertake, in consultation and close coordination with Project Coordinator, the following tasks: Conduct the technical assessment for the selected 15 KGs and one playground  for rehabilitation in the Palestinian camps Provide detailed and accurate BOQs and rehabilitation work plan needed for the rehabilitation of the playground and the15 KGs. Assist in evaluation and contracting the contractors who will do the rehabilitation works. Monitor and supervise the technical implementation of KGs rehabilitation component mentioned above. Ensure the quality of technical implementation and the specifications of the rehabilitation works have been met and according to the technical plan and all the safety and measures have been taken care of. Prepare weekly, monthly and field visit reports to be shared with Project Coordinator on timely manner Manage and oversee the daily laborers’ work and provide needed technical guidance. Continuously evaluate the work activity and ensure effective use of resources in close collaboration with the project coordinator. Ensure safety and security of labors and beneficiaries in the field. Experience required: A bachelor degree in civil engineering or architecture Seven to ten years of experience in civil engineering fields Demonstrated experience providing oversight to subcontractors preferred. Strong management, teamwork, and interpersonal skills. Demonstrated project management experience, including in an international development context, preferably familiarity with rehabilitation and construction works for KGs  Ability to meet deadlines and work under pressure.
