A. Required qualifications, competences and experience
Qualifications
Masters/MSc in architecture, construction engineering, science or related area
Professional experience
Minimum 7 years of experience in a senior position for construction projects.
Experience in planning, supervising and implementing of rehabilitation projects in Lebanon. Experiences in the field of public education sector are of advantage.
Sound knowledge of national and international standards and procedures in construction works, here especially in rehabilitation works.
Other knowledge, additional competences
Fluency in Arabic and English (written and spoken)
Used to working goal-oriented and timely
Very good interpersonal skills and ability to interact with partners at various levels (Partner Ministry; school principals; local consultants; local construction companies etc.).
Ability and willingness to work with a multi-cultural team. Working language is English.
Experience in international cooperation and / or a good overview about the other stakeholders in the same field is of added advantage.
Driving licence for Lebanon with at least 5 years’ experience of driving. Good knowledge about Lebanon respectively the areas with school projects for field trips and willingness to drive on his/her own.
In case of field trips with non-Lebanese colleagues, translates English / Arabic.
B. Major Responsibilities
Project implementation in the field of rehabilitation of public schools
Leading and monitoring all processes and procedures related to rehabilitation of public schools in Lebanon in consultation with the international technical advisor and/or the head of the project
Leading and monitoring consultants / architects or engineers who are commissioned with planning, tendering and site supervision
Ensuring close communication, coordination and monitoring of all involved parties inside Lebanon
Ensuring close communication to and with GIZ headquarter in Germany, mainly with GIZ Construction Group and GIZ Contract Department.
C. Tasks
1. Managing and coordinating the rehabilitation process:
Leading and monitoring all processes and procedures related to rehabilitation of public schools in Lebanon according to project goals, team agreements and / or consultations with international technical advisor for school rehabilitation and / or the head of the project.
Leading and monitoring local consultants / architects or engineers who are commissioned with planning, tendering and site supervision.
Communicating with, as well as coordinating and monitoring all involved parties inside Lebanon (mainly: local architects / engineers; local construction companies; principals / staff of schools; technical counterpart in partner ministry etc.).
Developing and adapting operational plans (time and costs), which are used constantly for rehabilitation measures, including budget allocations and expenditures.
Carrying out a pre-assessment together with GIZ office of local architects / consultants and construction companies for further short-listing, approvals and contracting.
Developing and using cash-flow plans for each calendar year for cost monitoring.
Conducting regular field trips to all school projects /construction sites which are located mainly in North Lebanon, Bekaa and Mount Lebanon with and without local consultants / architects or engineers, and provides progress report.
Strictly applying a “Do-no-harm” approach in implementation of activities to avoid tension between host and refugee communities.
2. General Communication and Cooperation:
Closely communicating to and with GIZ headquarter in Germany, mainly with GIZ Construction Group and GIZ Contract Department, to obtain all necessary approvals.
Checking and confirming invoices from local consultants and local construction companies (measurement contracts).
Cooperating and coordinating closely with program advisor responsible for the activities in the field of child-friendly school environment as well as with the projects’ officer responsible for management, monitoring and communication in order to contribute to the integration of impacts and experiences within the team (and other groups).
Ensuring good communication, effective coordination and flow of information within the project and with works partners, other institutions and the GIZ country office.
Description of the project: GIZ-project ELCaps (Enhancing Learning Conditions at Public Schools) is commissioned by the German Ministry for Economic Cooperation and Development (BMZ) with improvement of school environment for Syrian refugee families and for Lebanese families in host communities.
Part of this project are rehabilitation works at appr. 18-20 selected public school buildings in North Lebanon, Mount Lebanon and Bekaa. ELCAps is leading and monitoring all steps from selecting schools for further rehabilitation works until overhanding the rehabilitated schools back to the partner. Planning and supervision as well as the construction works are overhanded to Lebanese consultants and companies.
The project cooperates closely with the Lebanese Ministry of Education and Higher Education (MEHE) which is the partner of the project.
