There are currently over one million Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country, and refugees are spread over 2,125 communities and locations across the country. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component. The UNHCR operational response in Lebanon is the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. The Office has grown substantially in the past years and now has around 640 staff. Aside from the Branch Office in the capital city of Beirut, UNHCR has two sub-offices in Zahle and Tripoli and two field offices in Mt Lebanon, Tyre, and one field unit in Qobayat under the Tripoli Sub-Office. UNHCR’s Private Sector Partnership is seeking to establish and strengthen relations with different public and private sector partners in the Region to cover funding gaps through digital and traditional multi-channel outreach. UNHCR established digital connections to bring about a broad base of supporters and leadership partners closer to refugees / PoCs and UNHCR’s work / mandate. PSP Associate (Digital) carries out the donors Customer Relationship Management (CRM) and provide technical support for all teams on digital campaigns development (Email newsletter, Landing Pages, testing, etc.), market segmentation, querying and digital analytics and reporting. Accountability (key results that will be achieved) Digital Materials (microsites, landing Pages, etc.) are developed on time with input from different stakeholders. Technical preparation and delivery of Email Campaigns is ensured.   Monthly Reports on Digital and CRM are prepared. Data segmentation for CRM and Email sender are in place and the data remains consistent across the database and is clearly defined Responsibility (process and functions undertaken to achieve results) Ensure that effective data management checks and processes are in force and run according to schedule in order to maximise the integrity of data and minimise the incidence of duplicate records, including trouble shooting and the development, implementation & management of new processes or improvements as required. Participate in the development and implementation of strategies for cleaning data to improve contact rates with UNHCR constituents by mail, phone, SMS and email. Provide internal and external stakeholders, predominantly the Marketing team and telemarketing agencies with accurate data required to perform their various duties in a timely and efficient manner. Liaise with stakeholders to determine the data selection requirements for any request they make, including data for communications with constituents and for reporting and analysis. Liaise with external third parties as required, e.g. telemarketing agencies to ensure data supplied meets their needs and GPAP’s needs. Ensure the effective interface between Salesforce and other systems and/or agencies using standard and non-standard import processes. Provide “help desk” support to all Salesforce and associated systems and interfaces users within the organisation. Develop and deliver new regular and ad-hoc reports where reporting needs are not being met using available tools within Salesforce or using external software such as Excel, MS Access as required. Provide analysis of report results and recommend changes to existing strategies to better facilitate the meeting of stakeholder objectives and Key Performance Indicators (KPIs). Participate in implementation of strategies for direct marketing online; increasing ROI/CPL. Participate in the strategic development of the implementation of landing pages and microsites associated with online marketing efforts. Create websites and microsites using HTML, CSS, PHP and scripting. Assist the web team to drive online traffic to websites/microsites using SEO, link building, SEM, online groups and social networks. Help develop applications for Facebook either internally or by outsourcing to a service provider. Work closely with the email marketing team to develop email templates and landing pages that will help increase conversion rates. Work closely with the different teams to ensure up-to-date web pages for all community websites. Participate and contribute to regular assessment and review of the user experience across all web properties, to determine ways in which they can continually improve and increase conversion. Provide the different teams with fundraising and digital analysis and reports on a frequent basis as well as other reports and/or analysis on ad-hoc basis. Authority (decisions made in executing responsibilities and to achieve results) Evaluate media opportunities and present media plans and/or POV’s in writing and orally.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
Completion of secondary education with post-secondary certificate/training in Computer Science, Information Technology or Business Administration.
Minimum 6 years of relevant working experience, preferably with UNHCR or another UN Agency.
Strong level of experience managing databases - online advertising campaigns including banner advertising and SEM and Social Media.
Experience working with external suppliers including media agencies, creative agencies and publishers.
Experience in website development and design.
Knowledge of JavaScript.
Knowledge and demonstrated experience with cross-browser and cross-platform issues (IE, Firefox, Safari, etc.).
Experience with database design, implementation, transaction processing, referential integrity, performance tuning and monitoring with an emphasis in MS SQL.
Strong scripting skills relevant to DBA.
Experience in structured query language (SQL)
Excellent knowledge of English

DESIRABLE QUALIFICATIONS & COMPETENCIES
Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
Experience in rapid web development, using HTML, JavaScript, CSS, ASP.Net, C#, and T-SQL.
Strong knowledge of best practices for digital creative, segmentation, dynamic content, testing methodologies, deliverability.
Strong analytical abilities, with proven experience in digital analytics, preferably Google Analytics.
Experience with Email Service Provider.
Top-notch programming skills and in-depth knowledge of modern HTML/CSS.
Familiarity with the following programming languages: PHP, ASP.NET and JavaScript.
A solid understanding of content management systems and other web publishing software.
Aggressive problem diagnosis and creative problem solving skills.
Strong organizational skills.
Experience with managing servers and databases.
Good understanding of, social media, web technologies, SEO and latest online trends.
