Project Coordinator, Promoting The Needs Of Women In Conflict In Mena – Phase Ii - National Role

Duty Station: The Project Coordinator will be preferably based in Beirut, Lebanon. The Coordinator might be required to travel for up to 40% of time to meet with implementing partners and stakeholders.    REPORTING LINES: Post holder reports to: MENA Regional GJ Lead Positions reporting to this post: None BUDGET RESPONSIBILITY:  Oversight of project budget of GBP 439,000 with support from finance team and line manager   DIMENSIONS: Problems vary and include a combination of routine and some complex Work pattern is a mixture of reactive and planned work  Requires follow-up on ongoing events on women’s rights and participation in the context of programme countries and globally Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team Communication is with Oxfam staff as well as with partner organizations  Synthesis, analysis and communication of complex information to a range of stakeholders Required to connect with and network with a variety of stakeholders.     KEY RESPONSIBILITIES:   Under the direct supervision of the MENA Regional GJ Lead, the Project Coordinator will be responsible for coordinating the implementation of the second phase of Oxfam’s UK Foreign and Commonwealth Office-funded project: Promoting the Needs of Women in Conflict in MENA.   Starting in April 2017, the second phase of the project builds on the current first phase, and aims to contribute to making decision-makers at the national, regional and international levels more responsive to the practical needs and strategic interests of women and girls in conflict and fragile settings in MENA. The second phase of the project will work across three countries: Iraq, Yemen and OPT.   Activities in the second phase include: small grants to grassroots women’s rights organizations; supporting national women’s rights organisations to advocate and strengthen national action plans on women, peace and security (WPS); supporting WRO engagement with regional and international bodies and processes on WPS; and developing position and policy papers on the WPS agenda in MENA.     Accordingly, the following is a non exhaustive list of the Project Coordinators main responsibilities:   Project Management and Coordination: Plan and implement project activities in accordance with approved proposal, including setting up and managing small granting mechanism Lead on preparation of relevant implementation plans in consultation with partners. Prepare regular management and operational reports covering the achievement of key milestones agreed in plans Ensure all stakeholders are regularly updated on the progress of the programme and any issues that might impede the successful implementation of the programme. Liaise with all key stakeholders to ensure that all parties play their part in the execution of agreed actions. Provide backstopping and technical support to partners as required, whilst leading on the regional component of the programme Ensure that the project creatively adapts to the changing context in the region Lead on the project review events and ensure that adequate documentation of various aspects of the project is done Regularly monitor project implementation through support and monitoring field visits Ensure all project documents are recorded on Oxfam’s electronic information management system   Budget Management: Manage, monitor and review operational budgets covering all aspects of the project on a monthly basis, explaining any over or under-expenditures Monitor and approve any changes to the activities or to the budget requested by the grantees based on agreed tolerances  Ensure corrective action is taken across all targeted locations based on budget, expenditure and forecast Ensure that resources are correctly allocated  and spent as per agreed plans of operation   Donor Contract Management: Ensure donor and Oxfam requirements are shared with partners and grantees and rolled out Collect, review, analyse and develop progress reports for donors With support from funding team, ensure that communication with donors is effective and regular. Ensure programme compliance with the donor requirements, including procurement guidelines, as stipulated in the funding agreement Ensure all communication with donor and reports are recorded on Oxfam’s electronic information management system   Learning and Influencing: Ensure effective communication with all key stakeholders Devise innovative ways to promote and communicate project impact and learning and ensure it takes place: case studies, good practice, stories, etc. With support from manager, and in coordination with influencing team, develop and roll-out advocacy and campaigning work Ensure delivery of all regional support aspects of the programme with respect to advocacy and capacity building across all locations   SKILLS AND COMPETENCIES: Required Relevant university degree (preferably Master’s level) in development, social sciences, gender studies, or related field Significant demonstrated experience of project management including financial management Strong knowledge of gender justice and women’s rights issues, preferably in the MENA region Exceptional report writing skills in English and ability to synthesise information clearly and persuasively Excellent communication and interpersonal skills, particularly through remote and networked ways of working Excellent time management and organisational skills Fluent in Arabic and English  Desired Experience of managing small grants and/or grant programmes Strong knowledge of the women, peace and security agenda and the current issues and debates, particularly in the MENA region Experience coordinating across multiple partners and stakeholders including remotely Demonstrable experience of providing support to and building relationships with organisations with a range of experience and capacities Interest in contributing to the shaping of Oxfam’s regional work on women, peace and security  OTHER:  • Willingness and ability to travel to other countries in MENA and internationally
