Scope of Work
Procurement Officer, Long term position
Background:
DAI seeks Procurement Officer Candidates for the USAID-funded “Lebanon Water Project (LWP).” This five-year project will work to increase reliable and sustainable access to potable water for Lebanese citizens; improve water management practices and enhance the efficiency and sustainability of public water utilities, while raising awareness on sustainable water use practices and promote better water governance to help assure long-term protection of Lebanon’s water resources.
General Objective:
The Procurement Officer will work with the Procurement Manager to purchase goods and services in support of LWP project activities and operations in compliance with USAID and DAI policies.
Responsibilities:
Manage procurement actions for in-kind grants’, other technical and operational procurement of commodities and services according to USAID regulations, contract terms/requirements and DAI Procurement Policies.
Ensure specifications are adequate; review/modify with relevant technical or operations staff, as necessary, specifications/scope of works for a wide range of equipment, supplies, high technology goods and services, and maintenance service contracts in accordance with USAID and DAI procurement procedures and regulations.
Develop and issue bid documents of various procurement methodologies (e.g., RFQs, RFPs. EOIs, etc.), prepare competition documents (e.g. Bid matrix, Bid Memo, etc.), and prepare/issue letters of clarification, as necessary, to published bid documents/specifications.
Contribute to the effective organization and activities of Evaluation Committees meetings in respect with the applicable procedures. Evaluate applicable bid offers/responses to determine the low responsive/responsible bidder(s) and provide associated award recommendations.
Issue authorized purchase orders, as assigned.
Prepare all procurement and award documentation and organize physical files and uploads into the Technical and Administrative Management System (TAMIS).
Upon approval, issue and review the appropriate contract instruments and requirements to the contractor(s).
Track status of award deliverables ensuring terms and conditions of the award have been satisfactorily achieved, approved, accepted and documented.
Inspect purchased goods and services to ensure they meet the specification established in the RFP and the subcontracts or Purchase Orders.
Coordinate effectively and timely with relevant project/program staff on project needs and requirements.
Participate in activity work planning, and proactively conduct market research in support of anticipated operations and technical needs.
Initiate and maintain appropriate and effective partnerships with external vendors by negotiating purchase orders with appropriate sources of equipment, supplies, services and travel
Establish, maintain and update vendor information and related databases.
Other tasks as assigned.
Qualifications:
2-4 years of professional experience in procurement, subcontracts, and/or grants administration, required.
2 years experience with a USAID or United States Government funded project.
Bachelor’s Degree or equivalent relevant experience required.
Excellent working knowledge and experience administering competitive procurements, government contracts, subcontracts, purchase orders and grants with FAR regulations is essential.
Fluent spoken and written Arabic and English skills.
Computer literate with e-mail, word processing, and spreadsheet experience.
Demonstrated prior experience in ability to assess and recommend responsible decisions and a commitment to fair and ethical procurement practices.
