Job Summary
The main purpose of the position is, under the guidance of the Informal Settlements Programme Manager, to implement Concern’s multi-sectoral programme in informal settlements in Akkar Governorate. It includes the following activities:
The installation of water, sanitation and drainage facilities and their maintenance
Delivery of water by truck and boreholes
Water quality monitoring at source, truck, tank, and household level
Desludging of holding and septic tanks
Site improvements and flood risk mitigation
Under the direction of the Informal Settlements Programme Manager, the Team Leader will plan, coordinate and monitor the works of 4 technical officers involved in water supply, sanitation and site improvement as well as 1 liaison officer responsible for contract management with landlords and municipalities.
Duties and Responsibilities
Programme Development
Develop strategy in IS in collaboration with the IS Programme Manager and the IS Team
Design and schedule WASH and DRR activities consistent with the output targets and objectives of the programme in collaboration with the IS Programme Manager
Assist in the development of a monitoring and evaluation system for the WASH and DRR activities which accurately measures outcomes and contributes to quality programme delivery
Participate in the development of quality and accountability initiatives [eg. Referral management, Complaints Response Mechanism]
Programme Management
Ensure that the programme is being implemented in accordance with the objectives agreed with the donor, Concern procedures, and best practice
Develop weekly, monthly and quarterly work plans and ensure that these are implemented
Ensure that accurate programme databases are maintained
Assist the ITS programme manager in budget planning revision and management in coordination with the finance team
Liaise as necessary with other Concern programme, systems, and logistic / procurement teams
Reporting and Information Management
Ensure that Concern’s and donors’ reporting commitments are met, including weekly, monthly, quarterly reports as necessary in accordance with Concern’s procedures and those of donors
Ensure that collected project data and documents are properly stored and analysed
Representation and Coordination
Participate in WASH working groups at a Governorate or National level
Coordinate WASH and DRR activities with different stakeholders
Staff Management
Train WASH and DRR staff and support them in fulfilment of their tasks
Supervise WASH and DRR staff’s daily activities in the field and in the office
Evaluate WASH and DRR staff’s work performance in accordance with Concern administrative procedures
Surveys, site assessments, preparation of designs and documentation
Conduct physical surveys and assessments of informal settlements (measured drawings, photographs, narrative) noting all topographic features (site levels, vegetation, soil quality, adjacent water ways or sources etc.), number and layout of tents, and the extent of existing infrastructure and condition of same
Prepare detailed scope of works and designs including all necessary drawings, specifications, and Bill of Quantities
Prepare tender and contract documentation
Assist in the technical evaluation of submitted quotations and recommendation of contract awards
Implementation of WASH and DRR activities at site level
Supervise, coordinate and report on the progress of WASH and DRR activities to the IS programme manager
Ensure that all construction and installation works conform to specifications and are of the highest quality
Promptly notify the contractor of defective works and ensure that they are rectified
Monitor progress on site relative to the project programme / timeline
Record, note, and justify any additions or variations to the works
Certify project completion
Carry out interim / final measurement relative to the BOQ and recommend payment amounts
Prepare payment documentation
Prepare a post completion project report [narrative and photographs]
Complete contractor performance assessments
Work Ethic
Train WASH and DRR staff and support them in the fulfilment of their tasks
Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct
Support the promotion of the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to the team and to the beneficiaries, and be committed to providing a safe working environment
Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6)
Support Concern’s work in Lebanon by undertaking other tasks as appropriate and required
Skills, Qualifications, Experience and Attitude Required
Degree or equivalent in Engineering or related technical qualification with relevant experience
Minimum of 2 years’ experience in engineering, WASH and DRR activities preferably in Informal Settlements
Knowledge and experience of participatory methods of community engagement and sensitisation.
Leadership and supervisory skills and ability to foster team spirit.
Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
Report writing skills and computer skills in AutoCAD, word processing and spreadsheets.
Experience in conducting surveys, managing and analysing data and statistics
Very good knowledge of English both written and oral
Willingness to have long working hours, stay in the camps and travel to sites when required.
