Wash Monitor 2 (Hygiene Promotion Expert)

Job Purpose: The WASH Monitor will be responsible for assisting the organization and specifically support the International WASH Manager and WASH Officer with the overall field monitoring, field management and report of water, sanitation and hygiene activities in the project sites across Bekaa. The WASH Monitor will be also the focal point for the local NGO that will implement hygiene promotion activities.   Generic Duties: Under the supervision of the WASH Manager and WASH Officer assist, monitor  and supervise all the WASH project activities running in the field; Perform accurate data collection and needs assessments and report to Wash Officer and WASH Manager; Control on daily basis the execution of works and services in the field and report to his/her supervisor and the WASH Manager; Collect, analyse and interpret all technical data concerning the WASH activities in the field to prepare weekly logbooks as required by the WASH Manager; Liaise and coordinate all the activities with the local NGO partner of the project, the community representatives, the beneficiaries and other agencies representatives engaged in the WASH sector across the project sites; Identify and report on eventual training and technical support needs of local NGO members, local water authorities and other actors in the target areas; Coordinate and monitor the local NGO partner of the project in the implementation of the Hygiene Promotion programme. Collect information from Hygiene Promoters, identify problems and report on WASH needs and concerns in the target areas; Perform with Hygiene Promoters and monitor the water quality testing procedure and transportation (bacteriological and chemical quality); Submit work plan and report over the monitored activities on weekly and monthly base; Liaise with the INTERSOS community services teams (especially with Protection Monitors) to ensure needs/gaps/concerns with regards to WASH are reported for in depth needs assessments by the WASH teams; Participate to sectorial coordination meetings at local level when requested by the WASH Manager; Participate to workshops and trainings in the field of WASH but not only, in order to broaden the knowledge and  share it with colleagues and beneficiaries; Perform other related duties upon request to support the project team and the project implementation process;   Specific Duties: Under the supervision of the WASH Manager and WASH Officer, organize, provide technical assistance, monitor and supervise the local NGO partner of the project in the implementation  of the Hygiene Promotion programme; Prepare with the Focal Point of the local NGO partner, on weekly basis a detailed HP Work-plan to the Wash Manager for his final approval. Provide technical assistance to the hygiene promoters of local NGO partnership on Hygiene Promotion and Public Health topics. Organize and supervise, in coordination with the Focal Point of the local NGO partner, on weekly basis the hygiene promoters’ activities on the field. Organize and supervise, in coordination with the Focal Point of the local NGO partner, all the items distribution might occur during the implementation of hygiene promotion sessions. Report on daily basis to the Wash Manager eventually problem or constrains surged on the field. Report on weekly basis to the Wash Manager the hygiene promotion activities implemented in by the local NGO Partner. Organize and supervise with the local NGO partner the establishment of at least 45 Wash Groups at IS’s level in the selected area of Bekaa Valley. Coordinate and supervise the Solid Waste Management Programme, INTERSOS implements in partnership with Arcenciel. Liaise with local authorities and community representative to ensure the proper implementation of the Hygiene Promotion programme and the participation of all the concerned people. Collaborate in the creation and implementation of monitoring tool to measure the impact of the hygiene promotion activities implemented    Competencies:  (Knowledge, Skills & Abilities)   Professional Competencies: -       Minimum 3 years of relevant work experience of which a minimum of 1 year of demonstrable competence and experience in management of WASH integrated/community-based context, for international or local development organisations. -       Demonstrates strong knowledge of Hygiene Promotion. -       Demonstrates strong knowledge Community Based Approach in Wash Operations. -       At least 1 year experience in Partnership relations management, jointly activities planning and implementation. -      Demonstrates understanding of WASH services delivery in emergency. -      Excellent Computer literacy (Word, Excel). -      Excellent Reporting skills. -      Driving License valid since 12 months and above.     Behavioural competencies: -                     Strong diplomatic, interpersonal and communications skills. -                     Excellent ability to manage timelines and meet deadlines. -                     Ability to coordinate and manage the given tasks and achieve target deliverables and outputs.
