Wash Project Manager-Bekaa

All interested candidates can send their CVs to: lbn_CV@wvi.org PURPOSE OF POSITION: To provide supervision, technical assistance and project management skills to local staff within our operational areas in the Bekaa; to coordinate, manage resources and implement WASH activities, including constructing and rehabilitating water supply and sanitation systems and promoting positive WASH-related behavior change (e.g. good hygiene practices). MAJOR RESPONSIBILITIES: a. Work with the WASH Lead to plan, implement, and manage WASH projects in Lebanon within our area of operation. a. Lead field assessments of WASH needs, public health risks, available resources and the capacity of existing systems for refugees living within the target area of operations. b. Coordinate with local partners, WASH Sector Working Group, and refugee community representatives (including women) about access, design and management of water systems and sanitation facilities, as well as hygiene promotion needs. c. Design and implement relevant water and sanitation infrastructure interventions. d. Design and implement relevant WASH behavior change interventions (e.g. hygiene promotion). e. Participate in proposal development for WASH portfolio growth. f. Develop Detailed Implementation Plans. g. Oversee and ensure timely projects’ implementation according to donors’ requirements and regulations and the established Detailed Implementation Plan. h. Develop technical drawings and Bill of Quantities (BOQs) and other technical project documents. i. Development of a detailed project Procurement Plan and ensure that procurement of project materials and services are completed in a timely manner. j. Develop, negotiate and manage contracts with service providers (may include preparing tender documentation and evaluating capacity and quality of contractors) k. Supervise contractors. l. Continually assess WASH conditions, set up maintenance systems, train staff and arrange repairs of water and sanitation systems. m. Work closely with the Finance Department on project budget, financial reports, cash flows, etc. n. Ensure timely submission of quality project progress reports, and other information as required, for the support offices and donors. o. Lead and evaluate the projects’ expenditures and accomplishments of objectives p. Coordinate with the Communications Department on project stories q. Ensure that child protection issues are resolved r. Participate in project’s evaluations in close coordination with the internal and/or external evaluator. Manage project staff / Capacity Building a. Work actively with the Human Resources Department and WASH Lead on recruitment of project staff. b. Provide leadership, mentoring, and coaching to WASH team c. Call for staff meetings for the team to share lessons learned, experiences, observations, obstacles and to review and update the projects plans of actions if needed d. Work with WASH Lead and Deputy Area Manager to assess staff capacity and implement appropriate training programs to equip and upgrade knowledge and skills of WASH and other project staff. e. Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials. f. Orient and train staff, community and partners on international standards (e.g. The Sphere Project etc.) and their application g. Ensure compliance with World Vision’s policies h. Ensure that all project staff and volunteers adhere to WVL code of conduct and other policies Knowledge, Skills, Abilities: • University degree in a civil/environmental engineering, public health, environmental science, or related fields. Masters degree preferred • Strong English language communication skills (oral and written); Arabic language is advantageous • Strong project management skills • Strong problem-solving skills • Strong data management ability • Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation • Strong computer skills: word-processing and spreadsheets (e.g. Microsoft Office); Engineering design software (e.g. AutoCad) and Geographic Information Systems software (e.g. ArcGIS) is an advantage • A high level of diplomacy and networking skills is required. • Experience in managing staff and partners • Strong capacity building and facilitation skills • Cross-cultural sensitivity, flexible worldview, emotional maturity, and physical stamina • Ability to manage work-life balance • Self-starter and ability to work efficiently without supervision • Ability to work in and contribute to team building environment • Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources • Has strong knowledge of core principles of Children Rights, Participation, Do No Harm, as well as Children in Emergencies minimum standards. • Has strong knowledge about NFIs and WASH distribution
