Senior Registration Assistant (Floor Manager) – G5 – Mtl055 - Mount Lebanon

The Senior Registration Assistant is a member of the Registration unit. S/he will be primarily responsible for overseeing the floor of the UNHCR Registration center. This is a crucial function for the registration team, as it entails maintaining the flow of POC through the center, ensuring the center is responding effectively to the individuals accessing it, and responding to a  variety of both routine and non-routine issues and concerns each day. In particular, the Senior Registration Assistant will be responsible for identifying all problematic or vulnerable cases and ensuring they are dealt with properly, responding effectively to initial concerns, complaints, and critiques from Persons of Concern (POCs), ensuring that the Center is receptive to all POCs by regularly monitoring the facilities and addressing issues with infrastructure and equipment, enhancing information tools at the Reception Center, and producing regular reports detailing access to the Reception Center. As the post is responsible for managing the floor and is at the center of all activity, the holder of this post is expected to be present at the Center throughout the day from the commencement to completion of registration activities. The staff member is required to liaise regularly with security guards, cleaners, FSU, reception staff, and technical units to ensure issues are promptly and effectively dealt with. She/he will report directly to the Associate Registration Officer Accountability(key results that will be achieved) The Reception Center effectively receives and facilitates the registration needs of Persons of Concern; Persons of concern are able to make appointments, obtain information on assistance and services, and receive counseling within the UNHCR Reception Center in a timely and efficient manner; Persons of concern feel the Reception Center is a respectful and considerate environment. Responsibility(process and functions undertaken to achieve results) Manage the floor of the reception center, including the movement of refugees to various stations and waiting rooms; Identify and fast track vulnerable cases or those with specific needs; Respond to issues raised by POCs, with referrals to appropriate focal points when necessary; Ensure all visibility material is up-to-date and effectively displayed; Manage the entrance of POCs into the Reception Center and ensure the number who have entered are able to be maintained within the space capacity; Identify and respond to any issues related to the infrastructure of the Reception Center and the equipment/stationary within it; Liaise closely with the security guards, Field Security Unit, cleaners, and functional units to ensure Serve as backup for the tasks of other Senior Reception Staff; Any other tasks, as required. Authority(decisions made in executing responsibilities and to achieve results) Oversee the floor of the Reception Center, ensuring all operating systems are functioning, the space is accessible to all POCs, individual/family concerns in the waiting areas are identified and addressed, cases with heightened concerns are prioritized, etc.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
- Completion of Secondary Education
- Four years of relevant job experience
- Interest in humanitarian work and good knowledge of human rights and refugee issues
- Strong interpersonal skills
- Cultural and gender awareness
- Ability to work effectively under stress and in difficult situations
- Fluency in English and Arabic. French is an asset.

DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
- University degree in Law, Political Science, Social Sciences or related fields
- Previous experience in UN/UNHCR
- Good knowledge of “proGres” (HCR database for reintegration of refugees, returnees and displaced persons).
- Completion of UNHCR learning programmes or specific training relevant to functions of the position
- Relevant job experience, in particular with UNHCR reception centers is desirable
- Interest in humanitarian work and good knowledge of human rights and refugee issues.
