Education Field Activities Coordinator

Intro: Terre des Hommes Italy (TDH IT) is recruiting an Education Field Activities Coordinator to coordinate the implementation of an education project for Syrian Refugees and affected host populations in Mount Lebanon, funded by the European Union (the ‘Madad Project’). TDH IT is implementing the Madad project in consortium with AVSI (Lead Agency) and War Child Holland. Together, the Consortium will support education activities for preschool and school aged boys and girls (over 3 years old) in Lebanon and Jordan. Activities include; school rehabilitation, remedial classes, foreign language classes, homework support and PSS activities.  Job Purpose: With an anticipated start date of early- March 2017, TDH IT is seeking an experienced Education Coordinator to ensure the successful implementation of TDH IT’s Madad activities in Lebanon, in conjunction with the consortium’s Education Specialist and Education Coordinators. S/he will provide technical input into the planning, execution and monitoring of all TDH IT’s field - level education activities. S/he will provide strategic advice and ensure appropriate coordination with 5 schools, 8 community centers and various partners in Mount Lebanon region, for the implementation of education activities. S/he will be responsible for training and supporting implementing staff (animators, teachers, outreach workers and education assistants) in topics including; classroom management, teaching methodology and ECE curriculum.   Key Responsibilities: To lead field assessments, including vulnerability needs assessments, with the support of TDH IT’s field assistants. To ensure the quality of the Madad education response in accordance with international standards and National/Ministry strategies. Work with TDH IT’s Madad Project Manager and HR team to support the recruitment of education staff for field positions (animators, teachers, volunteers and community center coordinators). In collaboration with TDH IT’s Project Manager, and the consortium’s Education Specialist, provide capacity building and technical support to field staff and partners. Ensure on the job training of teachers, volunteers and outreach workers on topics including; teaching methodology, classroom skills, curriculum updates, child assessments, foreign language support, ECE and CP.  Regularly update TDH IT’s Madad Project Manager and consortium partners on the education situation in TDH IT’s area of response, as well as TDH IT’s progress in project implementation.   Work with TDH IT’s Project Manager to ensure timely inputs into donor reports (financial and narrative) and contribute with case studies and stories from the field. Accompany the Project Manager on donor field visits and to project communication events, as required. Monitoring and evaluation accountability and learning (MEAL): in collaboration with the Madad  Monitoring and Evaluation Officer, and Data Manager, ensure monitoring and evaluation plans are understood by field teams and collected in a timely manner, including feedback mechanisms to track progress ensuring high quality M&E and accountability to beneficiaries in all education activities. The Education Field Activities Coordinator will give particular focus to:    Monitoring the quality of the project’s education activities by defining methodological standards; Evaluating beneficiaries’ learning progress as well as their learning abilities; Ensuring data is accurately collected and verified; Set up technical evaluation exercises during and following implementation; Ensuring field teams are trained in the use of monitoring tools and systems.  Participate in coordination meetings with national and international institutions and the Education Cluster/Working Group. Keep appropriate working relationships with relevant project stakeholders including Ministry representatives, Municipality leaders, School Officials and Community Centers. Keep stakeholders informed of TDH’s (and the wider consortium’s) work and involve them in project design and evaluation. Support logistics processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives. Liaise with TDH IT’s finance and administration department to support the successful implementation of the project (i.e. review BvAs for education activities and support the Project Manager with financial reporting). Identify, inform and discuss any implementation issues with the Project Manager in a timely manner. Ensure a strict adherence to TDH IT Child Protection Policy (including respect for confidentiality, and adopting a child-centered approach).  Experience required: Education: Master’s Degree in Education, Social Work, Human rights Law, International Relations, Development Studies, or related field.   Experience and competencies: Minimum of 5 years’ experience working with an NGO in emergency education. Experience in designing, coordinating, monitoring and evaluating education programmes in emergency, transition and development contexts. Ability to identify the main gaps in education in the given context to inform a holistic response. Knowledge of established inter-agency and humanitarian standards and guidelines in education, such as Minimum Standards for education in emergency. Familiar with the humanitarian sector, donors, technical aspects of humanitarian Education, Sphere standards, distributions and Humanitarian principles. Familiar with liaising with NGO’s and UN bodies. Experience of designing and delivering staff training and capacity building of organisational and partner staff. Previous experience in implementing or advising on one or more of the following areas of education intervention; community-based education, student assessments, teacher training, curriculum and/or educational materials development, educational management, and educational monitoring and information systems Flexible, adaptable, ability to improvise Strength in interpersonal communication and presentation skills Desirable: Experience of working on an EU funded project/knowledge of EU rules and regulations. Experience of supporting Child Protection projects.
