Administration And Finance Assistant (National Only)

CISP is active in North and South Lebanon implementing projects funded by UNHCR, UNICEF, OCHA and EU and targeting both Syrian Refugees and hosting communities. Sectors of activity: Shelter, WASH (including infrastructures for water), Basic Assistance (Core Relief Items) and others. Under the coordination and monitoring of the Country Administrator and Project Coordinators competent for the different projects, the Administrative and Finance Assistant will be responsible for: Main tasks ans responsibilities: -          Managing and updating the accounting system on daily basis, including bank reconciliation; -          Sending updated and reconciled (cash and bank) prima nota on weekly basis to Country Administrator; -          Closing accountancy on monthly basis, including printing, stamping with project code, signing and scanning payment vouchers; -          Preparing and updating the financial plan along with the Project Coordinator and the Country Administrator; -          Keeping and updating the progress of expenditures on weekly basis; -          Support the Country Administrator in the preparation of budget amendments; -          Support the Country Administrator in the preparation of financial reports. -          Preparing and following up on RFQ procedures for purchases up to 10,000 usd (according to CISP Lebanon procurement                   procedures and donors procedures), with the support of project coordinator, head of procurement and logistic officer; -          Collecting, checking and filing all the procurement documents of RFQs and ITBs (from the advertisement to the contract,                bank guarantees, request of payment from the supplier and from the project coordinator, certificates of provisional and final            acceptance, goods’ delivery receipt, etc.); -          Collecting, checking and filing the financial and administrative project documents (invoices, payment vouchers, receipts,                  bank documents, staff contracts, agreements, etc.); -          Monitoring the expiry date of all contracts and agreements (staff, suppliers, bank guarantees) and other official documents; -          Preparing, along with the Project Coordinators, project’s request of funds for Country Administrator on monthly basis or when            needed; -          Preparation of petty cash request on monthly basis, along with the Project coordinator; -          Collecting from the field office and double checking on monthly basis: staff attendance sheets, sick leave medical reports,              vacations approval, car logbooks, recharge cards logbooks and verifying if they are duly filled and signed; -          Keeping an updated inventory of project goods; -          VAT: preparing on monthly basis the list of payments with VAT; -          Preparing on monthly basis the list of payments done to outreach/unskilled workers for the payment of taxes; -          Collecting, on monthly basis, the warehouse accounting (logbook, stock cards, etc.) and distribution lists to beneficiaries,                with the support of the logistician and keeping archive of distribution lists to beneficiaries; -          Assisting the Country Administrator and Country Representative in responding the audit inquiries; -          Regular visits to the project’s area of implementation (a valid driving license is requested). Experience required - At least 3 years of relevant experience in sectors of administration and finance (experience in emergency projects will be an asset) in NGOs;- Very good knowledge of UNICEF, UNHCR, UNOCHA, EU procedures;- Strong organizational skills;- Ability to work under pressure;- Strong computer skills (Excel and Word);
