Financial Manager

BACKGROUND The Lebanon Industry Value Chain Development (LIVCD) is a five year program funded by the United States Agency for International Development (USAID) and implemented under the leadership of Development Alternatives, Inc. (DAI).  LIVCD Project aims to increase the competitiveness of selected value chains, expand the number of Micro and Small and Medium Enterprises that can compete in selected markets, improve linkages between those firms and other actors throughout the value chain, increase the gross value of products and services in local and export markets, and expand exports.   OBJECTIVES The Finance Manager will manage all transactions and perform financial and budgetary analysis for the LIVCD project. She/He will ensure that the outlined financial policies and procedures are implemented and followed in the assigned area, and is also responsible for providing complete and accurate field reports to the DAI Home Office for all activities, maintaining accurate records of financial transactions, and performing financial analysis on project budgets and spending. The Finance Manager will provide assistance on all aspects of the program relating to accounting, payroll, cash management, financial reporting, any tax or registration issues, budget preparation and analysis, and all other finance-related issues.   SPECIFIC TASKS Monitor and ensure compliance with USAID rules and regulations for program financial administration and reporting. Manage relationships with local banks, vendors, and other operations stakeholders. Represent the office in all banking, tax and customs issues related to LIVCD’s financial operations in Lebanon, maintaining appropriate records, certifications, attestations and registrations current for DAI’s operations. Monitor contractual obligations of sub-contractors and grantees. Provide timely and accurate financial reporting, budget projections, and pipelines. Maintain financial records, archives and protects DAI financial data. Maintain a project-wide approval and signatory policy, applying this to any financial document required by the project – advances, clearances, reimbursements, checking, cash transfers, and currency exchanges.   Cash Management Responsible for the daily processing of all financial transactions. Record all financial transactions in the DAI Field Expense Report and ensures the accurate completion of the monthly financial field reports and their timely submission to DAI/Bethesda. Responsible for forecasting cash needs and for requesting wire transfers from DAI/Bethesda, as required. Responsible for ensuring the security of all project funds. Ensure that project vendors are paid on time. Process, pay and record any customs, tax, and other government fees or licenses as required, maintaining separate accounting as required by the government and USAID. Responsible for the transfer of cash from the bank to the office. Maintain accurate and timely Advance Receipt / Advance Clearance register regarding all project advances and reimbursements. Audit and verify travel expense reports, including all supporting documentation and approvals are included. Establish and supervise an effective Petty Cash management system and ensures reconciliation on, at least, a weekly basis.  Reconciles bank accounts on a monthly basis.   Payroll Management Ensure that the master local employee salary list is continually updated. Ensure that salaries are disbursed to all employees on schedule and that adequate records are maintained of all salary actions. Collect and review monthly timesheets. File all salary information according to outlined filing procedure. Record and track annual and sick leave requests and report to employees on their individual balances. Maintain monthly Level of Effort information and update the LIVCD LOE tracker.   Fixed Assets Ledger Coordinate with Office Manager to ensure that fixed assets lists are consistent and that a yearly inventory of assets is being performed; Maintain the appropriate documentation, receipts and customs declaration for all fixed assets purchased.   Financial Reporting Prepare monthly financial statements and reports including budgeted actuals, and variance. Provide project expense forecasts and variance analysis, analyze, reconcile, balance, and maintain accounting records; develop budgets and special financial reports. Prepare aadditional financial analysis reports as necessary, as requested by the Chief of Party or the Deputy Chief of Party.
