There are currently over 1 million Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country and refugees are spread over 1,750 localities. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field to support the Government. The structure brings together 13 UN agencies, 60 national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response while UNDP facilitates the resilience and stabilization component. Through inter-agency coordination mechanisms, 9 sectors have been established in Lebanon, with UNHCR leading or co-leading the Protection, Basic Assistance, Shelter, and Health sectors. UNHCR is also providing information management support to all. The Office has grown substantially in the past years.  Aside from the Branch Office in the capital city of Beirut, UNHCR has two sub-offices in Zahle and Tripoli and two field offices in Mt Lebanon, Tyr (South), and one field unit in Qobayat under the Tripoli Sub-Office. Monitoring and Evaluation of the cash assistance program, as well as the occasional distribution of core relief items, is a crucial component to ensuring accountability to the affected populations, from conducting post-distribution monitoring to evaluating outcomes. Monitoring and Evaluation also entails involvement in the development of assessments, analyzing data, and identifying learning needs of staff members involved in the cash assistance program. The Associate Monitoring and Evaluation Officer is responsible for the development of a monitoring and evaluation framework for UNHCR’s Basic Assistance program which includes, inter alia, the identification of refugees who are economically vulnerable, the delivery of cash and in-kind assistance, and the management of a complaint and referral mechanism. The Associate M&E Officer will work closely with the Information Management Unit to analyze the significant amount of data that is currently available and present key findings that will help inform programming and the delivery of assistance. The Associate Monitoring and Evaluation Officer will be working within UNHCR’s Basic Assistance Unit located at the Representation Office in Beirut. The Unit currently consists of three international and two national staff members. The incumbent will also work closely with other Programme units and staff within Protection Accountability (key results that will be achieved) - The office is able to implement a monitoring and evaluation framework which is in alignment with UNHCR Results Based Management Framework. - The office conducts timely and comprehensive monitoring of the multipurpose and winter cash assistance programmes. - The office develops robust a targeting methodology and tools that assist the identification of refugees in need of assistance. - Monitoring and Evaluation standards and tools are adopted in all Field Offices and harmonized with the Basic Assistance Working Group and other partners. Responsibility (process and functions undertaken to achieve results) - Develop an overall monitoring and evaluation (M&E) framework for Basic Assistance in accordance with UNHCR’s Results Based Framework. - Draft a Core Relief Items Distribution Strategy, based on resources management and supply chain. Ensure reconciliation processes are considered in accordance to the UNHCR Accountability Framework. - Develop and test monitoring and evaluation tools and guidance notes to ensure quality tracking of project output and outcomes, including tools to assess impact of activities and beneficiary satisfaction. - Undertake a periodic monitoring of all cash-based interventions and distributions of core-relief items (CRI). - Follow up periodic Core Relief Items reports, harmonizing approaches and ensuring the implementation of the CRI Strategy. - Analyze and produce periodic monitoring reports such as Post Distribution Monitoring (PDM), Distribution Report for CRI, CRI Stock Reports, mid-year and year-end evaluation report. - Coordinate closely with the Basic Assistance Working Group in developing a harmonized interagency M&E Framework. - Support research activities of the Basic Assistance unit to measure and evaluate the impact of CBI and CRI. - Conduct regular field visits to support and build the capacity of field teams in use of M&E tools, household assessments and ICT tools for monitoring to collect data and analyze findings. When required, participate in field-based data collection for assessments and monitoring exercises. - Provide technical support in the review and update of targeting approaches, including econometric models for determining economic vulnerability - Research, analyze, and monitor households visits data for significant trends and identify room for follow up and programmatic interventions    - Conduct regular field visits to support and build the capacity of field teams in use of LCC M&E, HH assessment and ICT tools for monitoring (e.g. tablets) to collect data and analyze findings. When required, participate in field-based data collection for assessments and monitoring exercises. Authority (decisions made in executing responsibilities and to achieve results) - Provide technical support and guidance to the Information Management Associate - Assist in the recruitment of technical consultants

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.
- University degree in International Relations, Political Science, Economics or related social sciences.
- At least 4 years of relevant work experience (2 years with advanced university degree).
- Knowledge of the UN system and the humanitarian community.
- Proven skills to analyse statistical information.
- Advanced Excel skills (e.g. pivot tables, functions, etc.).
- Proven drafting and reporting skills.
- Experience with coordinating with multiple stakeholders.
- Excellent knowledge of English and Arabic.

2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES.

- Knowledge of protection-related guidelines, standards and indicators.
- Experience working in the Basic Assistance Working Group in Lebanon
- Experience in graphic and report design is an asset.
- Experience with data collection tools such as ODK or Kobo.
